MINUTES <br />Parks & Recreation Commission <br />September 6, 2007 <br />MASTER Sanders stated that he did not have an update on the Master Plan tonight. The inventory and <br />PLAN analysis have been completed. A draft plan will be presented to the Commission for comment <br />before spring. <br />SKATEBRD Sanders presented a plan for the proposed skateboard park to be located at the Old Fire Hall. He <br />PARK received an estimate on equipment costs for the skateboard park from Skatewave to be around <br />$70,000. This amount does not include concrete costs. The concrete would be reinforced with <br />rebar and will contain several expansion joints to control cracking. <br />The Director stated that the free-standing equipment would be removed during ice skating <br />season. Discussion still needs to occur as to where the equipment would be relocated during the <br />winter. He felt that some potential users should be asked to attend a future meeting in order to <br />discover what type of equipment would be desirable. <br />The Director suggested holding a workshop with the City Council within the next month to <br />convey the Commission's desire to move forward with this project. He stated that he would talk <br />to the City Administrator about scheduling the workshop. A neighborhood meeting could be <br />held once more details on the park have been established. <br />Sanders stated that Skatewave is a good choice for the equipment since we would need to <br />remove the equipment from the site amiually. If the city were purchasing the equipment, the <br />project would have to go out to bid. However, since the LCRA is funding it, no formal bid is <br />needed. However, we should check with the LCRA to make sure they are comfortable with us <br />ordering the equipment from Skatewave. <br />If the project has everyone's supporC, the Director felt that it would be good to get the concrete <br />installed yet this fall. The formal bid process is not needed on the concrete either since the <br />LCRA will be funding iC. <br />The Director stated that a formal agreement will need to be entered into with the St. Paul Water <br />Department after the workshop with the Council is held. The Water Department is waiting to <br />see how the skateboard park will be constricted before they will enter into an agreement. <br />OTHER Reports were made on the following: <br />BUSINF,SS <br />Davis reported that Louise Watson from the Watershed District would like to establish a <br />volunteer group that would wor]< with the district and city to help with various projects such <br />as trash clean-up, buckthorn removal, protection of the wild, etc. The Director thought the <br />idea had great potential. Sanders asked if the group would be geared toward natural areas or <br />parks in general. Davis felt that natural areas would be earmarked, but this was certainly <br />open for discussion. Sanders felt that the two are compatible and should be addressed <br />together. The Watershed already has a "volunteer-at-large" group that could be tapped to <br />provide these services. The Director mentioned that any maintenance work that the group of <br />volunteers waisted to do would need approval by city staff. He indicated that he was very <br />interested in this idea and would like to hear more about it. <br />Page 3 of 4 <br />
