MINUTES
CITY COUNCIL
OCTOBER 10, 200'7
location would be within the hockey rink adjacent to the Old Fire Hall.
The Director noted that there Bill Bach of Earl F. Anderson is present this
evening to discuss issues related to skateboard parks and review the type
of equipment that is being considered for Little Canada.
Bill Bach reported that there are presently over 3,000 skateboard parks in
the United States. Users are typically between the ages of 6 and 18, both
boys and girls, and use the equipment with skateboards, roller blades, and
BMX bikes. Skateboard park users are typically not into team sports, and
while they may look a little different, are typically very good kids.
Bach presented a brochure which depicted the type of equipment that is
being considered. He noted that it is all steel and can take a beating. Bach
reported that as long that the equipment does not exceed four feet in
height, the skateboard park does not have to be fenced or supervised.
Equipment at or below 4 feet in height does not present any liability issues
as well.
Bach noted that the pieces of equipment can be moved in and out and can
be added onto.
Bach also noted that skateboard parks have been a solution to some
communities, moving kids out of areas that are not appropriate for these
activities and into skateboard parks. Bach reported that some cities have
installed surveillance equipment at their skateboard parks.
Blesener asked the size of the skateboard park being proposed. Bach
reported that the equipment would fit within the hockey rink next to the
Old Fire Hall. The area is about 100 feet by 160 feet.
Keis asked where the equipment will be stored during the winter months.
The Director indicated that it will depend on what is purchased, but some
options include the Public Works storage area, the water tower, or on site
at the Old Fire Hall skating facility. He noted that the equipment is made
to be stored outside. Keis asked how long the equipment lasted. Bach
replied that it has a 15 year warranty.
Blesener asked about noise. Bach reported that there will be noise, but it
is subdued. McGraw asked if kids would be able to move the equipment
around. Bach replied that the smaller pieces would be bolted down, and
the larger ones could not be moved.
Allan asked if the equipment could be used by snowboarders. Bach
replied that it is does not lend itself to snowboarding. Montour asked
