The City Council revolted the Conditional Use Permit <br />on September 27, 2006 and did not renew the auto outdoor retail sales and auto repair licenses <br />for this property. City Staff continues to spend a tremendous anlount of time dealing with this <br />property and/or matters related to this property since the revocation. Staff has become aware of <br />continued storage of cars owned by Valor J;nterprises on other businesses property with and <br />without pelnlission. Many of these have resulted in the cars being towed and citations issued. <br />The Last inspection on this property conducted by City staff was on Monday, December 26, 2006. <br />Valor was attempting to achieve compliance with the previous CUP that was revolted by the City <br />Council this past September. By demonstrating compliance, Valor believes that would improve <br />their chance for reissuance of their CUP. That CUP allowed a total of 50 cars on site, consisting <br />of 30 "for sale vehicles" and 20 "repairables". Based on this inspection, Valor would not have <br />achieved compliance under the revoked CUP given he had at least 22 repairable vehicles in the <br />rear yard versus the 20 he was allowed. There were at total of 28 "for sale" vehicles, but they <br />were not stored in accordance with the revolted CUP. The outdoor storage violation of car parts <br />still remained, although was notably cleaner. <br />City staff recommends denial of the text amendment, CUP's, and license applications for <br />Valor Enterprises given this business's demonstrated inability to achieve and maintain <br />compliance with previous CUP requirements and various city cades. <br />
