The landscape plan has been submitted with a variety of overstory and ornamental <br />trees, shrubs, and perennial plantings along the front line of the building. The ground <br />cover is shown as "low -grow fescue", a low -maintenance naturalized grass. <br />The plan will result in about 4.4 acres of area being graded and developed. Under the <br />City's tree replacement regulations, the required tree replacement planting is 30 caliper <br />inches of tree planting per acre — a total of 132 caliper inches of required planting. The <br />landscaping plan shows 36 trees, primarily at 2 1/2" caliper inches in size, with a total <br />caliper inch count of 90 caliper inches. The applicants will need to propose additional <br />planting totaling 42 caliper inches — 17 additional trees at this size, or larger plantings <br />that the proposed plan. This was incorporated as a condition of the Council's Final PUD <br />consideration. <br />With regard to lighting, the submitted plan shows limited or no light spill at the property <br />lines to the north or west, with some light at the driveway entrance to Rice Street, and <br />only a small amount along the south property line. These areas are either roadways or <br />commercial property, and the lighting plan is consistent with the City's requirements <br />avoiding light glare onto residential property. <br />The submission does not appear to include a signage plan. The R-3 (Multiple Family) <br />sign regulations would accommodate a monument -style sign of 35 square feet, and 6 <br />feet in height. This sign could be approved with a sign permit. Anything beyond that <br />size would require separate PUD approval by Planning Commission and City Council. <br />Summary and Recommendation <br />Subject to the submission of final construction plans, staff believes the plan submissions <br />meet the requirements of the previous approvals and the PUD zoning regulations. <br />While the PUD has been approved by the Council, the Final PUD plans are submitted to <br />the Commission for information and comment. <br />pc: Kathy Glanzer <br />Steve Westerhaus <br />Lee Elfering <br />
