111-1-41ING 4ISSOCIATti <br />Memo <br />TO: Honorable Chair and Planning Commission Members <br />FROM: Lee Elfering, City Engineer <br />DATE: May 7, 2015 <br />RE: Little Canada Senior Assisted Living <br />T110111011T11 <br />The applicant has resubmitted plans for review for the above referenced site. We have <br />reviewed the submittal package for the proposed improvements; which included an <br />Existing Conditions and Demo plan, Layout plan, Grading, Drainage, & Erosion Control <br />sheets, and Utility plans. Based upon our review we would offer the following <br />comments. <br />Layout Plan <br />1. The applicant will be required to obtain a permit from Ramsey County for the <br />two driveways, which will access Rice Street as this is a County Road. <br />Grading & Drainage Plan <br />1. Retaining walls proposed on the project reach heights of 15 -feet. Any wall <br />over 4 -feet in height must be designed by an Engineer and a copy of signed <br />engineering plans submitted to the City. <br />2. The location of the existing wood chip trail should be shown to ensure the <br />proposed trail will match the existing trail, <br />3. The handicapped ramp detail shown in the plan will not work with the <br />sidewalk currently shown on the plan. The detail should be revised or the 4 <br />foot by 4 foot landing on the backside of the ramp be provided. <br />4. The emergency overflows (EOF's) for the low points in the parking lot and <br />drive aisles must be marked. It appears that some of the locations will be <br />over the proposed retaining walls and this fact should be taken into account <br />during design of the walls.
