The EOF from the storm water pond must also be designated and a note <br />should be added to the plan that requires restoration of any area disturbed <br />within 200 feet of Blacktern Pond within 24 hours. <br />6. The silt fence should extend up to Rice Street on the south end of the project <br />to provide continuous erosion control on the downstream side of the site. <br />7. The plan proposes 6 -feet of fill placed over the existing storm line that runs <br />from Country Drive across the site and a 6 -foot retaining wall is being <br />constructed over the pipe. We would recommend that this section of pipe be <br />replaced with new reinforced concrete storm sewer pipe to minimize the <br />potential of future disturbance of the driveway and wall. A manhole should be <br />installed at both ends of the replacement. We would also recommend that <br />proposed Structure #4 be relocated so that it is not over the existing pipe. <br />8. Access to the existing storm sewer alignment for maintenance purposes <br />should be reviewed by Public Works Staff. The access route will need to be <br />covered by a drainage and utility easement. <br />9. The street sweeping note should include County Roads as well as City <br />Streets. <br />Utility Plan <br />1. The sanitary line shown along Rice Street does not exist. The existing <br />watermain shown to the east of the building is an 8 -inch sanitary line and <br />service to the site will need to be provided from this line. <br />2. Tracer wire is required on all sanitary sewer lines and a detail should be <br />added to the plan. <br />3. With the addition of flow to the sanitary line along Blacktern Pond the City <br />should review their access to this line for maintenance and require <br />improvement of the access as part of the project if necessary. It may be <br />beneficial to have an easement over the trail that allows its use for access to <br />the sanitary manholes. <br />4. The location of fire hydrants along the site on Rice Street and Country Drive <br />should be shown on the plan. <br />5. The Fire Chief should be consulted as to the need for hydrants on site or if <br />sufficient protection is provided from the building. Based on the proposed <br />grading plan there is no way to access the east side of the building for <br />emergency services. <br />6. Information should be shown regarding the depth of the existing sanitary <br />sewer on the east side of the proposed building. The building foundation <br />should be designed to allow excavation of the sanitary sewer in the future in <br />case replacement is ever needed.
