The EOF from the storm water pond must also be designated and a note should be added to the plan that requires restoration of any area disturbed within 200 feet of Blacktern Pond within 24 hours. 6. The silt fence should extend up to Rice Street on the south end of the project to provide continuous erosion control on the downstream side of the site. 7. The plan proposes 6 -feet of fill placed over the existing storm line that runs from Country Drive across the site and a 6 -foot retaining wall is being constructed over the pipe. We would recommend that this section of pipe be replaced with new reinforced concrete storm sewer pipe to minimize the potential of future disturbance of the driveway and wall. A manhole should be installed at both ends of the replacement. We would also recommend that proposed Structure #4 be relocated so that it is not over the existing pipe. 8. Access to the existing storm sewer alignment for maintenance purposes should be reviewed by Public Works Staff. The access route will need to be covered by a drainage and utility easement. 9. The street sweeping note should include County Roads as well as City Streets. Utility Plan 1. The sanitary line shown along Rice Street does not exist. The existing watermain shown to the east of the building is an 8 -inch sanitary line and service to the site will need to be provided from this line. 2. Tracer wire is required on all sanitary sewer lines and a detail should be added to the plan. 3. With the addition of flow to the sanitary line along Blacktern Pond the City should review their access to this line for maintenance and require improvement of the access as part of the project if necessary. It may be beneficial to have an easement over the trail that allows its use for access to the sanitary manholes. 4. The location of fire hydrants along the site on Rice Street and Country Drive should be shown on the plan. 5. The Fire Chief should be consulted as to the need for hydrants on site or if sufficient protection is provided from the building. Based on the proposed grading plan there is no way to access the east side of the building for emergency services. 6. Information should be shown regarding the depth of the existing sanitary sewer on the east side of the proposed building. The building foundation should be designed to allow excavation of the sanitary sewer in the future in case replacement is ever needed.
