NORTHWEST ASSOCIATED CONSULTANTS, INC.
4800 Olson Memorial Highway, Suite 202, Golden Valley, MN 56422
Telephone: 763.231.2555 Facsimile: 763.231.2501 planners@nacplanning.ce,rr,
MEMORANDUM
TO: Little Canada Planning Commission
FROM: Stephen Grittman
DATE: May 8, 2015
RE: Little Canada — Farmers Market PUD Permit Amendment
FILE NO: 758.09 — 15.09
Background and Analysis
A farmer's market has operated in the parking lot areas of the Saxon Lanes property
since 2011. The original permit was granted based on the market's agreement with the
property owner as to timing and location, with the understanding that the permit was
designed to avoid conflicts with Saxon's operating peak times. An amendment in 2014
was granted to permit the market to move between the north and south parking Tots.
The farmer's market is seeking a further amendment to the PUD permit to allow the
market to relocate several of its days of operation to the parking lot of the Hardware
Hank store at 2920 Rice Street. The market organizers prefer this location due to
greater visibility. They would operate on Mondays during their normal hours during
much of the season.
Some dates conflict with operation of the market at Hardware Hank, however. During
the spring, the hardware store maintains its own garden center. During these dates, the
farmer's market would stay its former location on the Saxon Lanes property. Mondays
of each week would work with the Hardware Hank location, as other days of the week
are occupied by a private farmer's market operated for many years by Bill Stafki in this
location.
The net change for the Hardware Hank property would be to add a Monday date for
farmer's market activities during the summer and fall when no garden center is being
operated by the principal use. This should not create additional negative impacts for the
proposed property.
