MINUTES
PLANNING COMMISSION
APRIL 12, 2007
Kellogg reported that the McDonalds plans will be resolved to reflect the
recommendations of the City Planner and the City Engineer as discussed
this evening in time for the City Council meeting.
Duray asked about parking. The Planner reported that parking as proposed
meets the City's zoning requirements. Duray asked about landscape
islands. The Planner indicated that the applicant will be able to meet these
requirements.
Duray recommended approval of the Architectural Review for the
redevelopment of the McDonalds restaurant as well as Conditional Use
permit for a convenience food establishment for McDonalds, 2260 Rice
Street, subject to compliance with the recommendations of the City Planner
and the City Engineer as discussed this evening.
Motion seconded by Socha
Motion carried 6 - 0.
TEXT The City Planner reported that Hom Furniture has made application for
AMENDMENTS, Text Amendment allowing furniture retail and other retail uses compatible
CUP'S, AND with furniture sales in the B-W District, Text Amendment allowing
VARIANCE - electronic signage, Conditional Use Permit for proof of parking,
3201 COUNTRY Conditional Use Permit for a Comprehensive Sign Plan, and a Variance
DRIVE - from the Sign Code relative to freestanding sign height for 3203 Country
HOM FURNITURE Drive. The Planner indicated an amendment to his report on these
applications, noting a miscalculation in the square footage of the building
given some confusion on the amount of space that Hom would occupy. The
City Planner stated that he has recalculated the parking requirements based
on updated information from Hom, and recommend approval of the CUP
for proof of parking. The second clarification is that Hom Furniture is now
proposing to relocate their driveway entrances rather than relocate the
existing pylon sign. Based on this change, a Variance is no long required
for sign height and the existing pylon would be grandfathered in.
Wayne Johansen, Hom Furniture, appeared before the Commission
indicating that Hom would like to purchase the former Levitz building and
upgrade this tired, old building, into their new retail model. In addition to
the retail/warehouse space that would be occupied by Hom, they would like
to lease a portion of the space to other compatible retail uses such as a rug
store, clearance center, mattress store, etc. Johansen submitted a listing of
potential occupants for that leased retail space, and asked for Commission
approval of those types of retailers.
-10-
