MINUTES <br />PLANNING COMMISSION <br />APRIL 12, 2007 <br />ARCHI- Mr. Eric Kellogg, Land Form representing McDonalds, appeared before <br />TECTURAL the Commission requesting Architectural Review for the redevelopment <br />REVIEW & of the McDonalds restaurant as well as a Conditional Use Permit for a <br />CUP - convenience food establishment. Kellogg reported that they have worked <br />2260 RICE closely with the City on the redesigned McDonalds site, and will be trading <br />STREET - property gaining a portion of the adjacent Oasis site while giving the City <br />McDONALDS property to the realignment of Viking Drive. Kellogg described the <br /> McDonalds site plan in detail pointing out that there will be one access <br /> point to Minnesota Avenue, two access points to the newly aligned Viking <br /> Drive, and no access directly onto Rice Street. <br />Kellogg reported that he has reviewed the City Planner's report and is in <br />agreement with all the recommendations except for landscaping. Kellogg <br />reported that he has discussed some landscaping alternatives with the City <br />Planner, and they have reached agreement on those revisions. Kellogg <br />reported that he is working with the City Engineer on storm water issues, <br />and foresees no problems in this regard. <br />Barraclough asked about signage. Kellogg described the signage diagram <br />as well as the materials that will be used. It was noted that signage will be <br />at approximately the same that it is now. <br />Hall asked for further explanation about the Viking Drive realignment. The <br />City Planner described the realignment as proposed, noting that the City is <br />negotiating for the purchase of the Oasis property in order to do a property <br />trade with McDonalds to gain right-of--way to facilitate the Viking Drive <br />realignment. The Planner described that the Viking Drive connection to <br />Rice Street will be eliminated and the road rerouted behind McDonalds <br />connecting with Minnesota Avenue. Once the property trades and road <br />realignment are completed, the City will be left with a developable piece of <br />property of about 40,000 square feet. <br />Duray asked about the landscaping changes. The City Planner indicated <br />that he has discussed these changes with McDonalds, and the result will be <br />a more attractive landscaping layout. <br />The City Administrator described the Viking Drive realignment as well. He <br />noted that there are some issues with the closing on the Oasis property; <br />however, he hoped those would be resolved very shortly. <br />Duray asked about lighting. The City Planner reported that readings on the <br />lighting would be from the property lines. He thought that McDonalds <br />lighting consultants would be able to resolve the lighting plan in a <br />satisfactory manner. <br />9- <br />
