MINUTES <br />PLANNING COMMISSION <br />APRIL 12, 2007 <br />Hall asked what the guarantee that an east-west connection would be made <br />should the City allow the longer cul-de-sac with the future street stubs. Hall <br />stated that he was not comfortable that this connection will ever occur. He <br />indicated that he has not heard a good reason for allowing anything more <br />than the 500 foot cul-de-sac. <br />Duray pointed out that the City looks at future development potential of <br />surrounding parcels, and would not want to landlock any parcels. Duray <br />felt it would be nice to limit the cul-de-sac to 500 or 600 feet, but was not <br />sure that possibility exists. <br />Quam noted Council discussion from 2000 which indicated that a <br />connection point to Beam Avenue was not feasible because of wetland <br />issues. Quam highly encouraged the Commission to limit the cul-de-sac to <br />500 feet, with the potential to extend and provide future road connections to <br />the east or west at the time the adjacent property is developed. <br />Dave Himmelbach, LaBore Road, stated that he liked the proposed stub <br />road to the east as it gave him the potential to develop four lots. <br />Himmelbach stated that aesthetically he did not want to see houses too close <br />together. He also noted a pond in the area that is spring fed, and was <br />concerned that the extension of utilities would disturb the springs feeding <br />the pond. <br />Barraclough stated that he favored the concept as proposed with the future <br />connections to the east and west. Barraclough stated that City staff has <br />done a good job in ensuring that the future development potential is not <br />negatively impacted. Barraclough felt it was foolish to consider a concept <br />for the Richie property without considered the development potential of the <br />surrounding properties. Barraclough noted that engineering will still have <br />to be done. He also indicated that he did not want to see the area develop <br />via aseries of cul-de-sacs from LaBore Road. <br />Barraclough recommended approval of the Revised Concept Plan for the <br />development of Richie Place consisting of sixteen (16) single-family lots as <br />proposed by Lauren Development. <br />Motion seconded by Helmeke. <br />Motion carried 4 - 2. Socha and Hall voted against. <br />Duray noted that this concept will be presented to the City Council at their <br />Apri125"' meeting along with the discussion and concerns raised this <br />evening. <br />-g- <br />
