MINUTES <br />PLANNING COMMISSION <br />JUNE 14, 2007 <br />Sagert asked about the inclusion of the Hanson property in the <br />development. Knudsen indicated that it would be the Hanson's decision <br />whether or not to participate in the platting of this property. He noted that <br />the way that the concept is laid out, there would be two phases of <br />development, the first without the Hanson property and the second <br />including the Hanson property. <br />Ray Hanson noted that he has not yet decided whether he will participate in <br />the plat, and noted that there are some title issues with a long, narrow strip <br />of land that he owns on the east side of his large lot. Hanson indicated that <br />if they decide to participate, they would retain the lot on his their home sits, <br />and that lot would have about a 400 foot depth. Hanson went on to describe <br />the existing soil conditions of the area. <br />Knudsen noted that the issues raised this evening relate to the length of the <br />cul-de-sac, drainage and ponding requirements, and tree preservation. <br />Duray noted that there may be a problem with the configuration of Lot 1, <br />and suggested that if a pond is necessary, this lot may be a good location for <br />that pond. <br />The City Planner reviewed his June 7, 2007 report noting the five issues <br />that he identified in that report. <br />Knudsen suggested that the developer look at a slightly lower density that <br />would result in less impact on existing trees. Knudsen felt it might be a <br />reasonable compromise to allow a slighting longer than 500 foot cul-de-sac <br />in return for larger lots. <br />ELECTRONIC The City Planner presented information obtained from the City of <br />AND DIGITAL Minnetonka on electronic and digital sign technology which he reviewed <br />SIGN with the Commission. The Planner felt that the approach taken by <br />TECHNOLOGY Minnetonka was a good one, and suggested based on this information he put <br />together a draft ordinance for the Commission's consideration. The Planner <br />noted that the City's moratorium on freeway signage expires in September. <br />Knudsen felt the issue bears evaluation and consideration and that Little <br />Canada should not just mirror the Minnetonka ordinance. Knudsen asked <br />the Planner to give the Commission some context for whatever language he <br />will propose as well as options based on how aggressive or conservative the <br />City wants to be on the issue. <br />The City Planner indicated that he will put together a draft ordinance noting <br />the divergent paths that Little Canada should consider versus the <br />Minnetonka language.
