MINUTES <br />PLANNING COMMISSION <br />JULY 12, 2007 <br />Motion seconded by Duray. <br />Motion carried 6 - 0. <br />Knudsen recommended approval of the Rezoning of the 125 feet of <br />property being purchased by The House from Marcel and Elaine Zoch from <br />General Business (B-3) to Industrial-Park (I-P). <br />Motion seconded by Duray. <br />Motion carried 6 - 0. <br />INTERIM The City Clerk reported that the Public Works Department has requested <br />USE an Interim Use Permit allowing the storage of wood chips on its Public <br />PERMIT - Works Garage site located at 3100 Country Drive. The wood chips are <br />3100 generated when Public Works chips tree himming debris. The chips <br />COUNTRY are then available to Little Canada residents at no charge. The Clerk <br />DRIVE - indicated that the wood chip pile disappears quickly. <br />PUBLIC <br />WORKS Duray recommended approval of the Interim Use Permit allowing the <br />GARAGE storage of wood chips on the Public Works Garage Site located at 3100 <br /> Counh•y Drive. <br />Motion seconded by Pechmann. <br />Motion carried 6 - 0. <br />DYNAMIC Knudsen pointed out that at the last Planning Commission meeting the <br />AND City Planner presented a comprehensive review of the Minnetonka <br />ELECTRONIC ordinance relative to dynamic and electronic signs. The Planner has <br />SIGNS now submitted a report dated July 6, 2007 outlining his recommendation for <br />amending the City's Sign Ordinance to address this new media as well as <br />ensure that the City's Ordinance is content neutral. <br />The City Planner reported that the first five pages of his report summarize <br />the issues, the next two pages relate to sign language changes, and the last <br />section is the entire Sign Ordinance with specific changes highlighted. <br />The Planner presented the background on this issue which resulted in the <br />City's enacting a moratorium in order to have time to study the issue. As <br />part of the sign ordinance study, the Planner indicated that the City is trying <br />to accomplish two things. The first is to address dynamic and electronic <br />signage, and the second is to ensure that the City's regulations are content <br />neutral.
