MINUTES <br />PLANNING COMMISSION <br />AUGUST 8, 2007 <br />Duray asked who will maintain the ponding area that is proposed at the <br />interior of the cul-de-sac. Johnson replied that the road will be a City street <br />and suggested that the City would maintain the pond. <br />The City Planner noted that there is an infiltration pond proposed in the <br />center of the cul-de-sac. The City had discussed the maintenance of the <br />center island as well as the landscaped area along the railroad tracks. The <br />Planner recalled that the during the previous plat review, the creation of a <br />homeowners association was discussed, and that association would be <br />responsible for the maintenance of the center island in the cul-de-sac and <br />the landscaped area along the railroad tracks. <br />Jeff Moore, property owner, stated that he was not aware of the previous <br />discussions relative to creation of a homeowners association. Moore stated <br />that it was his personal preference to not have an association, noting that <br />given the small size of the development, these associations are difficult to <br />maintain. Moore pointed out that drainage ponds require maintenance <br />programs, and it is typical that cities are responsible for these ponds. <br />The City Planner indicated that the infiltration pond in the center of a cul- <br />de-sac is something new for the City. He noted that the City does have <br />rainwater gardens along some of its newly reconstructed streets. The <br />Planner felt the issue of who will be responsible for maintenance of the <br />pond and landscape area will require further discussion. <br />Duray noted the recommendation of the City Planner to increase the lot <br />width of Lot 6, Block 1. Moore thought there was 75 feet of width at the <br />building line, but stated that, if not, the lot could be adjusted as <br />recommended. The Planner indicated that the plat was not dimensioned and <br />he scaled the size of the lots. He requested that the developer provide <br />verification of the dimensions. Duray suggested that that occur prior to the <br />Council meeting. <br />The City Planner reviewed the City Engineer's report dated August 9, 2007, <br />and pointed out that most issues have been resolved. There are just a few <br />comments that will need to be addressed. <br />Duray reviewed each of the City Planner's recommendations. Mr. Moore <br />indicated that he was in agreement with all recommendations, but noted that <br />he had no plans to install monument signage for this development. <br />Barraclough indicated that he is personally involved in this project, and <br />would abstain from any discussion or recommendation. <br />The Planner noted that his report incorrectly references the City's sideyard <br />setback at 10 feet and it is 7 '/2 feet. <br />-2- <br />
