MINUTES <br />PLANNING COMMISSION <br />AUGUST 8, 2007 <br />Hall asked about the retaining wall along the railroad tracks. It was noted <br />that the only retaining wall is within the center island of the cul-de-sac. <br />Hall's reference was to silt fencing shown on the plan. <br />Pechmann asked about the control of storm water run-off. Moore noted that <br />the plans are being reviewed by the Watershed for compliance with ponding <br />requirements. Moore indicated that they are aware that all storm water run- <br />off from this site must be controlled within the site. He indicated that they <br />have accounted for all storm water on the site. This water will drain in the <br />pond as designed and into the storm water system that is being put in place. <br />It was noted that the front yards of Lots 5 and 6 will drain to the front to the <br />new street and into the holding pond. <br />Corey Risty, 50 East County Road C, suggested that the curve from Old <br />County Road C into this development was may be too angled. He noted <br />that there is a lot of traffic on Old County Road C, and suggested that traffic <br />controls may be necessary at this intersection. Risty also expressed <br />disappointment that the plat and new street were not named for the Tereau <br />family. <br />The City Planner indicated that no traffic controls were planned for the <br />intersection. He indicated that should traffic volumes warrant it, haffic <br />controls would be considered. Risty suggested that the City do a traffic <br />study of this area to determine if traffic controls are needed at the time the <br />development is constructed. The City Planner suggested that the Public <br />Works Superintendent and the City Engineer would look at this issue. <br />The Planner also noted that the issue of maintenance of the holding pond <br />maintenance and the landscaped area along the railroad tracks will have to <br />be addressed in the Development Agreement for this project. <br />Socha asked how street names are determined. The City Planner indicated <br />that typically developers propose street names. If the name proposed is not <br />confusing for emergency vehicle personnel and/or the street is not an <br />extension of or in alignment with an existing street, the name proposed is <br />usually accepted. Moore indicated that he was open for discussion on the <br />street name. <br />Mr. Duray recommended approval of the Preliminary and the Final Plat for <br />Moore's Evergreen Hill Addition subject to compliance with the <br />recommendations of the City Planner and the City Engineer. <br />Motion seconded by Pechmann. <br />Motion carried 4 - 0.
