MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 13, 2007 <br />The Planner indicated that there are two potentially conflicting clauses in <br />the Subdivision Ordinance. While the first clause limits cul-de-sacs to a <br />maximum length of 500 feet, the second clause requires that development <br />be extended to the limits of the subdivided property to provide future <br />development potential. These developments are required to install <br />temporary cul-de-sacs to allow for traffic turning movements with the <br />expectation that at some point the street will be extended further than the <br />current terminus. With regard to the Richie Place property, the Planner <br />indicated that how far the road would be extended to the west is unknown. <br />The eastern extension will likely connect to Beam Avenue, so any extension <br />of the cul-de-sad to the west will be less than the 500 feet limitation in the <br />Code. The Planner noted that the City Engineer has acknowledged the <br />potential for extension of the Richie Place cul-de-sac both east and west. If <br />the cul-de-sac were permanent, with no potential for extension, then it <br />would be limited to a maximum length of 500 feet. The Planner indicated <br />that it is staffs opinion that the Richie Place cul-de-sac is temporary and <br />would not be subject to the 500 foot limitation. <br />Duray suggested that the City Attorney comment on these two conflicting <br />clauses. The Planner agreed that the issue could be forwarded to the City <br />Attorney for comment at the City Council meeting. <br />Knudsen asked if the title issue raised by Mr. Schorn was an issue the <br />Planning Commission should be concerned with. The City Planner <br />indicated that this is an issue that is not within the City's control. The City <br />has representation from Lauren Development that they own the property <br />proposed for platting. The Planner indicated that once the plat is presented <br />to the County for recording, title issues will be reviewed at that level. <br />Knudsen felt that some valid concerns about traffic on LaBore Road have <br />been raised, and agreed that traffic is an issue that will need to be addressed <br />at some point. Knudsen noted that this particular development is not huge <br />and the impact on traffic will be minimal. Knudsen felt that at some point <br />the City will have to address LaBore Road traffic. <br />Himmelbach felt that afour-way stop at LaBore Road and Arcade Street <br />would help the traffic situation. Knudsen felt that this was a good <br />suggestion. <br />Duray asked if the City Engineer had commented on the feasibility of the <br />east and west extensions shown in the Richie Place plat. The City Planner <br />stated that he knows the City Engineer has looked at the connections and <br />feels they are technically feasible. However, he did not make formal <br />comments. While the connection points shown in the plat would establish <br />where the road extensions would occur, the road extensions would then run <br />-12- <br />
