MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 13, 2007 <br />come in tomorrow. The Planner indicated that the City must plan with the <br />information it has. <br />Quam again stated that he felt the City was short information in order to <br />consider action on the preliminary plat. Quam suggested that the City <br />Engineer should address the issue of the potential of further development to <br />the west and comment on whether or not that potential exists. Quam felt <br />that the contamination issue raised this evening was a new one, and <br />indicated that he was not sure about the size of that concern. Quam stated <br />that the property owners in the area understand that Lauren Development <br />owns property and should be able to develop it. He felt that the plan <br />submitted previously with a 500 foot cul-de-sac was a good plan. Quam <br />also stated that he understands that the City has to plan for the future. He <br />noted, however, that the neighborhood is also acting as stewards for the <br />land. <br />Roycraft asked if a thoroughfare plan for the area could be part of the <br />approval of this preliminary plat. He stated that the adoption of this plan <br />would answer questions for the future. If the thoroughfare plan shows no <br />development potential for some properties, then owners would have to <br />make those disclosures to new buyers. <br />John Gores reported that the neighbors met with the City in June of 2000 <br />and in March of 2004 relative to the development potential to the west. The <br />City Engineer's 2004 report indicated that given the existing topography to <br />Arcade Street it was not feasible to bring a road to Arcade as too much fill <br />would be required. Gores indicated that the contention that the Richie Place <br />cul-de-sac was a temporary cul-de-sac is not feasible. Gores indicated that <br />the neighborhood does not want additional development to the west of the <br />Richie property. He also indicated that the plan that was submitted with a <br />500 foot cul-de-sac was preferred by the neighborhood. Then the <br />suggestion was made for east and west connections. Gores indicated that <br />while an extension to the east may occur at some point, no one wants the <br />cul-de-sac extended to the west. Gores disagreed with the contention that <br />the Richie Place cul-de-sac was a temporary cul-de-sac and should be <br />treated differently than a permanent cul-de-sac. <br />Judy Buker, 2932 LaBore Road, indicated that she owns a large lot west of <br />the proposed Richie Place and wanted to know if it would be feasible to <br />develop her property should the cul-de-sac be extended to the west. <br />Duray indicated that this is why the City is considering the potential to <br />extend the Richie Place cul-de-sac both east and west. Knudsen asked the <br />Planner to explain again why a variance is not needed for cul-de-sac length <br />in this case. <br />-11- <br />
