MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 13, 2007 <br />City has a City Attorney who will consider this issue. The job of the <br />Planning Commission is to take input and pass a recommendation on to the <br />Council. The Commission could either ask for additional information at <br />this point, or pass the plat on with a recommendation for approval or denial. <br />Knudsen felt that the information that was lacking did not justify tabling by <br />the Planning Commission, and felt that the Commission should pass the plat <br />on to the Council. <br />Duray agreed that the plat should be passed on to the Council at this point. <br />He expressed concern, however, with the clear cutting of trees and <br />suggested that the City take steps to ensure as much tree preservation and <br />replacement as possible. <br />The City Planner reported that the City has requesting a full landscape plan <br />for the common areas of the plat as well as a tree replacement plan. The <br />Planner indicated that these plans can be reviewed by the Commission as <br />part of Final Plat review. <br />Socha stated her concern with traffic and public safety on LaBore Road and <br />felt that a 500 foot cul-de-sac would have less of an impact than the plan <br />proposed. <br />Soby presented a diagram showing a 500 foot cul-de-sac, noting that 161ots <br />could be developed on a cul-de-sac of that length. Therefore, the net impact <br />is exactly the same as what is before the Commission this evening. Soby <br />stated that the length of the cul-de-sac does not necessarily determine public <br />safety. <br />Shorn stated that a 500 foot cul-de-sac as was just shown could not be <br />accommodated on this land. Schorn suggested that the neighbors would be <br />happy if the development was a 500 foot cul-de-sac with 121ots as was <br />previously presented. <br />Barraclough stated that he supported the stub street to the east as provided <br />in the preliminary plat. He indicated that he has some concern about the <br />ability to develop to the west. Barraclough noted that the City has to plan <br />for the future and provide the adjacent property owners with the ability to <br />develop their land. Barraclough felt that these stub streets were not stubs to <br />no where and pointed out that development will continue to unveil itself in <br />this area. <br />Duray recommended approval of the Preliminary Plat for Richie Place <br />consisting of a total of sixteen (16) single-family lots (thirteen located in <br />Little Canada) subject to compliance with the recommendations of the City <br />Planner and the City Engineer, and requesting that the City Attorney <br />comment on the issue of whether or not a Variance is needed for cul-de-sac <br />-14- <br />
