MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 13, 2007 <br />Knudsen asked if the primary access would be County Road B-2. Brendelin <br />replied that it would. There will be a total of three access points on County <br />Road B-2, the primary access, the employee access, and the service access. <br />He noted that the prime operation hours would be from 7:30 a.m. to 5:30 <br />p.m. <br />Knudsen stated that his concern was conflicts with traffic to the middle <br />school in the morning. Brendelin reported that the access points are <br />offsetting as well as the access hours. <br />Knudsen asked how many additional employees would be added. Brendelin <br />estimated 450 additional employees for Phase I and up to 400 for Phase II. <br />Duray reported that he is on a task force studying potential upgrades to Rice <br />Sriā¢eet. He noted that this task force is aware of the St. Jude expansion and <br />is considering two left turn lanes on County Road B-2 onto Rice Street. <br />Brendelin presented an illustration of the proposed Phase I building noting <br />that it will appear as a two story building from County Road B-2, but as a <br />three and four story building from the Cobblestone Village townhome <br />development. Brendelin noted that the building design reflects progressive <br />technology and would utilize brick and glass as well as wood at the entrance <br />levels. The Phase II building will be slightly smaller and will have a similar <br />appearance. Knudsen asked if the City's architectural guidelines are met. <br />The City Planner indicated that the guidelines are met with the building as <br />proposed. <br />Knudsen noted that there is some concern relative to screening from <br />Cobblestone Village. Brendelin reported that there are three townhomes <br />closest to the adjacent property line. He indicated that both deciduous and <br />conifer landscaping is proposed and would be planted with the Phase I <br />project well in advance of the Phase II project. <br />Duray asked how close the Phase II building would be from the closest <br />townhomes. Brendelin estimated the distance at 80 to 90 feet. The St. Jude <br />Phase II building would be 40 feet from the property line, and some <br />consideration is being given to notching the building to hold it further from <br />the townhomes. Brendelin noted that while the building will be 3 to 4 <br />stories in height adjacent to the townhomes, the St. Jude property is at a 940 <br />elevation in this area while the elevation of the townhome property is 948 to <br />950 feet. <br />Knudsen asked about the timing for the approval of the Phase II building. <br />The Planner replied that a Development Stage PUD review would be <br />conducted at the time Phase II is proposed.
