MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 13, 2007 <br />City will be able to look at the landscaping for Phase II at the time it is <br />proposed and make additional requirements, if necessary. <br />Knudsen asked about ponding and drainage. Brendelin reported that the <br />property drains from north to south. He noted that there is an existing pond <br />on the northeast corner of the 10 acre site. That pond will be utilized as <br />well as a new pond added to the southwest corner of the property. Surface <br />water as well as run-off from the roof will be captured in the initial pond, <br />move to the second treatment pond and either infiltrate into the soil or <br />overflow to a third pond in place on the existing campus. <br />Knudsen asked about the issue of water pressure. Brendelin reported that <br />this issue is being addressed with the City. There are a couple of solutions <br />being considered that will provide adequate water pressure for both St. Jude <br />and the existing neighborhood. <br />Duray asked for St. Jude's response to the City Engineer's September 5`" <br />report. Brendelin reported that the design team and contractor will work to <br />address the issues raised. <br />Duray asked about lighting and signage. Brendelin reported that a <br />photometric plan has been submitted for lighting and shows that no lighting <br />will cross the St. Jude property line. Parking lots and pedestrian walks will <br />be lighted for security reasons, and there will be limited lighting on the <br />building. With regard to signage, Brendelin reported that the signage <br />proposed is under the 200 square feet allowed by Code. A monument sign <br />is proposed at the visitor entrance, and directional signage proposed at the <br />employee and delivery entrances. There will be one sign on the building at <br />the main entrance. The Planner agreed that the signage proposed meets <br />ordinance requirements and is less than the maximum allowed. <br />Knudsen asked about the landscaping plan. The Planner indicated that <br />revisions are being worked onto the landscaping plan. <br />Duray felt that the St. Jude project would be a great addition to the City. <br />Knudsen acknowledged that most of the concerns of the surrounding <br />neighborhood have been addressed and dealt with. Screening from the <br />adjacent townhomes appears to be the primary issue. <br />Knudsen recommended approval of the following for the St. Jude Medical <br />project on County Road B-2 given that the project has been found to be <br />consistent with the City's Comprehensive Plan, subject to St. Jude Medical <br />entering into a Development Agreement with the City, subject to submittal <br />of a revised Landscape Plan for the site, and subject to compliance with the <br />recommendations of the City Planner and the City Engineer: <br />-4- <br />
