MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 13, 2007 <br />• Rezoning of the 10 acre site being purchased from the School <br />District from Public (P) to Planned Unit Development (PUD); <br />• Development Stage PUD Permit for the expansion of St. Jude <br />Medical's existing office, research, and manufacturing campus; <br />• Preliminary Plat; <br />• Architectural Review. <br />Motion seconded by Duray. <br />Motion carried 7 - 0. <br />The City Planner noted that the Planning Commission is also being asked to <br />comment on the Environmental Assessment Worksheet. The Commission <br />expressed no concern or comment relative to the Environmental Assessment <br />Worksheet as submitted. <br />The Planner further noted that the Commission is being asked to comment <br />on the Tax Increment Financing Development Program and Plan as it <br />relates to this project, and confirm the finding that it conforms to the City's <br />Comprehensive Plan. The Planner noted that the City is proposing that <br />once the TIF District is established, some of the tax revenue from the St. <br />Jude project would be captured and utilized to pay for public costs related to <br />utility extensions and potential right-of--way needs. <br />Knudsen adoption of the Resolution of the City of Little Canada Planning <br />Commission finding that the establishment of the Development Program for <br />Development District No. 5 and a District No. 5-I conform to the general <br />plans for the development and redevelopment of the City. <br />Motion seconded by Duray. <br />Motion carried 7 - 0. <br />Dorgan confirmed that the St. Jude approval recommendation made this <br />evening did not include the green roof. The Commission agreed that the <br />green roof was not a part of the PUD approval. <br />PRELIMINARY Phil Soby, Lauren & Company, appeared before the Commission requesting <br />PLAT - approval of a Preliminary Plat for Richie Place, consisting of a total of <br />RICHIE PLACE sixteen (16) single-family lots, thirteen of which are located in Little <br />Canada. Soby reported that there were issues raised at the concept review <br />stage that have now been addressed in the Preliminary Plat. The first <br />5- <br />
