Johnson expressed concern for the additional traffic <br />that the Richie Place development will put on LaBore Road, pointing out <br />the potential for development of the Steinert property as well as his own <br />property which will add traffic onto LaBore Road. <br />The City Planner indicated that the Council could approve the extension of <br />another temporary cul-de-sac into the Himmelbach property if it felt that the <br />road would be extended and eventually outlet onto Beam Avenue. The <br />Planner noted that the City Engineer has indicated that the future extension <br />of Richie Place is potentially feasible. <br />Johnson stated that he was concerned about additional temporary extensions <br />with no outlets. Johnson also suggested the need for a traffic study on <br />LaBore Road. <br />Roycraft pointed out the curves on LaBore Road which result in blind spots <br />in some areas. He also noted that there is more traffic moving through this <br />area with the bridge and freeway work that is going on. He was unsure how <br />what future traffic levels will be as more development occurs and as road <br />projects are completed, but noted the potential for a significant amount of <br />traffic in a very small area <br />Roycraft also questioned the temporary nature of the proposed cul-de-sac <br />noting that if no development occurs, then the cul-de-sac is not temporary. <br />Duray pointed out that while cwment adjacent property owners may not be <br />interested in developing, ownership does not stay the same, and at some <br />point the area will be developed. <br />Roycraft agreed, but pointed out that this is a unique area with a lot of <br />wetlands. Roycraft felt it would be almost impossible to develop toward the <br />west. Roycraft pointed out a report prepared by the City Engineer a few <br />years ago which indicates that it is not possible to put a road through to <br />Arcade Street because of the wetlands. Roycraft asked why this issue is <br />being discussed again. <br />Duray pointed out that property owners have the right to develop their land, <br />and Lauren Development has asked the City to consider their development <br />proposal. <br />Roycraft pointed out that the City has already looked at the issue of <br />development to the west of the Richie property and determined that it could <br />not be done. Roycraft felt that the plan the developer had submitted with a <br />500 foot cul-de-sac was reasonable, and suggested that the City hold the <br />developer to that plan.
