MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 13, 2007 <br />Duray noted that the issue of the stub roads came into play so that the <br />development would not landlock property on either the east or the west. <br />Duray indicated that this is a very difficult area to develop, and the City <br />must consider both the present and future of the area. <br />Roycraft noted that when the City did a thoroughfare plan study for this <br />area, the property owners indicated that they were not interested in <br />developing. Roycraft suggested that the best course of action at this time <br />would be to study the thoroughfare plan again and have a series of meeting <br />with the property owners. Once a plan is adopted, it would be part of the <br />City record and present and future property owners would be aware of the <br />plan for the area. <br />Schorn indicated that when the Council approved a property division for <br />Mr. Richie, it indicated that there could be no more development of the <br />Richie property unless a road connection came in from Arcade Street. <br />Schorn expressed concern about traffic on LaBore Road and indicated that <br />there are been at least 15 accidents on LaBore in the past 20 years, one of <br />which was a fatality. <br />Gary Quam, 2934 LaBore Road, stated that it appears that there should be <br />more information presented before the Commission acts on this preliminary <br />plat. He noted the property dispute mentioned by Mr. Schorn, the question <br />of the two conflicting ordinance sections relative to cul-de-sac length, the <br />public safety concerns that have been expressed, and the City Engineer's <br />report indicating it was not feasible to extend a road to the west. Quam <br />expressed surprise that the City Engineer did not update this report in <br />response to the Richie Place plat as proposed. <br />The City Planner indicated that the City Engineer has reviewed the <br />preliminary plat submittals, and it is his position that there is the potential to <br />extend the Richie Place cul-de-sac to both the east and west depending on <br />the location conditions. The Planner agreed that current property owners <br />may not be interested in developing their property at this time, but noted <br />that this situation changes from year to year. The Planner indicated that the <br />City finds it prudent to have lots developed in such a way as to provide the <br />opportunity for future development without forcing the neighboring <br />properties to develop. <br />The Planner indicated that at the time the City met with the neighbors to <br />review a thoroughfare plan for the area, there was almost no neighborhood <br />interest in the establishment of a thoroughfare plan. The Planner indicated <br />that even though the City agreed not to establish a thoroughfare plan, that <br />did not mean the City would not entertain a development proposal for this <br />area. The Planner pointed out that the properties adjacent to the proposed <br />Richie Place may not be proposed for development for many years, or could <br />-10- <br />
