MINUTES <br />PLANNING COMMISSION <br />OCTOBER 11, 2007 <br />The Subdivision Ordinance requires that subdividers extend streets <br />within a proposed plat to neighboring property to provide <br />opportunity for future development, pursuant to City Code 1006.030 <br />(a) and 106.030 (d). <br />2. There are no other options for access to this property that would <br />provide the opportunity for full development of the subject property, <br />nor to adjoining property that would be consistent with the <br />Subdivision Ordinance. <br />3. A hardship is present, consistent with the requirements of hardship <br />definition, that interferes with the applicant meeting all of the <br />applicable requirements of the Subdivision Ordinance if the street is <br />required to be terminated at 500 feet in length without a variance. <br />4. Without the variance, the applicant will not be able to put his <br />property to reasonable use since much of the area will be <br />inaccessible. <br />5. The proposed cul-de-sac is temporary in nature, with the possibility <br />that the street would be extended into adjoining property in the <br />future. <br />6. When the stub-street is extended to Beam Avenue to the east, the <br />cul-de-sac will no longer exceed the 500 foot regulation. <br />7. Development of the entire parcel at one time is more efficient in <br />terms of grading, drainage, and vegetation impacts by allowing for a <br />more comprehensive approach to the entire site and minimizing <br />future impacts to other land owners in the area. <br />8. The additional cul-de-sac length and related stubs will provide <br />routes for more effective utility services for this area by promoting <br />cooperation between the Cities of Little Canada and Maplewood. A <br />more effective utility system will result in the elimination of lift <br />stations and allowing fora "looped" water system in this area. <br />Motion seconded by Knudsen. <br />Motion carried 4 - 1. Helmeke voted against. <br />Helmeke noted that he did vote in favor of the Preliminary Plat based on <br />there being no need for a Variance. Helmeke stated that he does not agree <br />with the findings that would support the Variance, and indicated that he was <br />in support of the previous concept submission that limited the cul-de-sac to <br />500 feet. <br />-12- <br />
