MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 8, 2007 <br />function. Knudsen stated that he did not want to grant a complete blank <br />check to allow firearms retailing as a home occupation. <br />Barraclough recommended approval of a Special Use Permit for a Home <br />Occupation that consists of firearms engraving to be located at 3040 LaBore <br />Road as requested by Ryan Buck subject to compliance with the <br />recommendations of the City Planner as outlined in his report dated <br />November 2, 2007, and limiting the buying and selling of firearms and <br />firearm components as an accessory use to the engraving portion of the <br />home occupation. <br />Motion seconded by Knudsen. <br />Motion carried 6 - 1. Duray voted against. <br />Duray felt that the SUP as stated was too open-ended. Duray felt that <br />firearms sales was not an appropriate home occupation, and was concerned <br />about the potential for robbery and putting more guns on the street. <br />DEVELOPMENT Bob Wagner, broker representing Jess Graba of Midwest Gymnastics, <br />STAGE PUD appeared before the Commission requesting a Development Stage Planned <br />PERMIT - Unit Development Permit to allow the remodeling and occupancy of a <br />3203 portion of the former Knox building into a gymnastics center. Wagner <br />COUNTRY reported that Graba has been operating Midwest Gymnastics for the past <br />DRIVE - 13 years and it is one of the elite gymnastics centers in the country. <br />MIDWEST Midwest would occupy about 25,000 square feet of the former Knox <br />GYMNASTICS building and would lease or sell the remaining 21,000 square feet to other <br /> tenants or owners. Wagner reported that Midwest Gymnastics will develop <br /> a state-of--the-art gymnastics facility and is the type of business that Little <br /> Canada would want. The proposal includes a $1.5 million rehab of the <br /> former Knox building, and presented a diagram showing the building <br /> exterior. <br />Wagner expressed concern with some of the recommendations of the City <br />Planner outlined in his November 2, 2007 report. The first concern was <br />with removal of the 8 parallel parking spaces along the east side of the <br />property and the replacement of this parking with a green space and tree <br />planning. Wagner stated that they did not want to rip up perfectly good <br />curbing to widen this green area. He was agreeable to eliminating the <br />parallel parking, and would add shrubs and bushes to the existing green <br />area. Wagner stated that they did not want to add trees that would limit the <br />visibility from the freeway. <br />Knudsen asked if there was concern with visibility of the building from the <br />freeway, or just the signage.
