MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 8, 200'7 <br />Duray stated that he was skeptical about allowing a home occupation that <br />would permit the sale of f rearms from a home. Buck noted that in 1994 the <br />Clinton administration passed a bill that eliminated 60% of the Federal <br />Firearms Licenses (FFL). Buck stated that while his FFL allows him to sell <br />firearms, that is not the intent of what he wants to do. <br />Knudsen felt that approval of the SUP should limit any buying or selling of <br />f rearms to only what is necessary in support of the engraving business. <br />Pechmann stated that he would support the SUP with that limitation. <br />Pechmann asked about the sale of ammunition. Buck reported that he is not <br />an ammunition dealer. Barraclough stated that he did not have a concern <br />with the business. <br />Buclc pointed out that this location will be his home, and he does not want <br />his home occupation to be public knowledge. <br />Duray asked if the home occupation would involve the modification of <br />stocks and assault rifles, changing barrels, etc. Buck reported that his <br />business would be engraving. <br />Knudsen pointed out that under the restriction being suggested, Buck would <br />be in violation of the SUP if he sold firearms or firearm components <br />without any engraving work being done. Knudsen felt the SUP should be <br />as narrow as possible, and that the pure retail buying and selling of firearms <br />should be prohibited. Knudsen would not support the SUP without the <br />limitation. <br />Barraclough suggested that ability to buy and sell firearm components, <br />rather than a complete firearm. Duray asked who would police this to <br />ensure that only components are being bought and sold. Barraclough <br />pointed out that Buck would be engraving component pieces and not <br />complete fire arms. <br />The City Planner indicated that the City has the ability to restrict the SUP to <br />ensure that the home occupation does not compromise the character of the <br />neighborhood regardless of what Buck's FFL allows him to do. The <br />Planner indicated that the City would be responsible for enforcement, and if <br />it is found that gun retailing is being conducted, Buck would be in violation <br />of his SUP which could then be revoked. <br />Barraclough suggested limiting the SUP to firearm components only, and <br />not a full firearm. Buck replied that in some instances it is necessary to <br />have the full firearm. <br />Knudsen stated that his concern was allowing broad retailing in guns <br />without limiting the retail component to accessory to the engraving <br />9- <br />
