MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 8, 2007 <br />Duray asked if the business had an ATF license. Buck presented a copy of <br />his ATF license for the manufacture of firearms which allows him to do <br />gunsmithing and repairs. Buck reported that in order to conduct business <br />within a City he needs approval of the police chief as well as the City itself. <br />Buck also reported that in order to obtain his license, he had to pass a <br />thorough background check. <br />Knudsen asked if the business would be limited to the engraving of firearms <br />even though the license would allow a broader application. Buck replied <br />that he would be doing strictly engraving. Duray asked if the license <br />allowed Buck to buy and sell firearms. Buck replied that he does not want <br />to buy and sell firearms, but the license does allow him to do so. The City <br />Planner noted that the City can limit the SUP Permit to engraving only. <br />Buck indicated that he does have some inventory that he uses when need be. <br />For example, he may have to replace a part in a receiver. <br />Barraclough pointed out that Joe's Sporting Goods does gunsmithing. Buck <br />pointed out that Joes is open to the general public, and his home occupation <br />would not be. <br />Knudsen stated that he is looking for a home occupation that would be <br />consistent with the application submitted, that is, firearms engraving. <br />Knudsen stated that he did not want to approve a home occupation that is <br />wider than this. Buck stated that he would not be buying and selling <br />firearms, but rather stocking some inventory for transfer to a dealer. <br />Pechmann stated that it was his understanding that Buck would not buy or <br />sell a full firearm, just firearm components. Buck reported that that was <br />correct. Buck further noted that he does not give out his address nor does <br />he want customers coming to his home. <br />The City Planner indicated that the SUP could be limited to the sale of <br />firearm components accessory to the engraving portion of the business. <br />Knudsen clarified that this would mean the buying and selling of firearm <br />components to enable the engraving business, and not as a stand-alone <br />business. <br />Hall asked if Buck has received any comment from his neighbors. Buck <br />replied that he has talked with two of the neighbors who have not indicated <br />any concern. Buck noted that his customers have also been required to <br />submit to background checks to obtain their ATF licenses. <br />Hall asked about deliveries. Buck replied that all deliveries would be via <br />UPS, and he would anticipate daily deliveries. Hall stated that his only <br />concern was with daily UPS deliveries. <br />-8- <br />
