MINUTES <br />PLANNING COMMISSION <br />DECEMBER 13, 2007 <br />referrals. Stock reported that he has visited Heffron's shop and indicated <br />that it is a clean, well-run operation. <br />The Planner felt that the annual license, compliance with County <br />regulations, and the separation requirements from residential uses were <br />adequate control mechanisms for the City. <br />Pechmann asked Heffron about the County's regulations and how often <br />health inspections are done. Heffron reported that his current shop is in St. <br />Paul, and subject to St. Paul regulations. St. Paul has the ability to inspect <br />his business at any time. <br />Stock again noted the clean, professional business that Heffron runs. He <br />indicated that he is confident that Heffron would run a good business in <br />Little Canada. He also noted that the stigma attached to tattoo parlors is a <br />myth. Stock reported that 50% to 60% of his patrons at the gym have <br />tattoos. <br />Pechmann asked if Heffron would do body piercings as well. Heffron <br />reported that he would not at this time, but may in the future. The <br />Commission felt that the ordinance should provide for both at this time. <br />Hall asked how long it takes to get a tattoo. Heffron reported that it can <br />take from hours to years depending on the size. <br />Duray asked if the hours of operation as proposed were acceptable. Heffron <br />reported that they were. He would lock his doors at the posted hours, but <br />there may be times when he is finishing up a tattoo on a client that may go <br />beyond the posted hours. Stock noted that the building is alarmed, and <br />there would not be anyone in the tattoo parlor outside the gym hours. <br />Hall asked about employees. Heffron reported that employees would <br />include himself, one other full-time artist, and an apprentice. <br />Duray asked if the 300 foot separation from residential was adequate. The <br />Planner noted that 300 feet is the length of a typical city block. He pointed <br />out that The Press Gym is approximately 600 to 700 feet from Garden <br />Terrace. <br />Barraclough recommended approval of the Text Amendment to the Zoning <br />Code allowing tattoo parlors by PIJD Permit in the Planned Unit <br />Development District subject to compliance with the recommendations of <br />the City Planner as outlined in his report dated December 5, 2007 except <br />that only one tattoo parlor business license would be allowed at this time. <br />Motion seconded by Pechmann. <br />-3- <br />
