Architecture. The building proposed for Phase One will contain a brick base with all <br />walls constructed primarily of vision glass, spandrel glass, and fritted glass. The <br />building is three stories in height on the north side and four stories in height on the <br />south side. The top of the third story portion of the building will contain a green roof. <br />The maximum height of the building is 63 feet, a measured to the top of the fourth level. <br />The entrance to the building will be accented with wood panel cladding. A brick plaza is <br />also proposed near the entrance of the building. All rooftop equipment is proposed to <br />be screened, primarily by locating it in a way that avoids views through a combination of <br />building height and parapet walls. <br />The proposed building design is consistent with the intent of PUD by providing a higher <br />standard of site and building design. The architecture of the Phase One building is <br />similar to that of the existing campus. <br />Lighting. The applicant has provided a photometric plan, indicating low footcandle <br />readings at all property lines. The maximum reading at any property line is .5 <br />footcandles. The majority of the light standards are imbedded in the center of the <br />parking lots, reducing any glare along the perimeter. <br />Grading, Drainage and Utilities. All issues relating to grading, drainage and utilities <br />shall be subject to review and approval by the City Engineer. <br />RECOMMENDATION <br />The proposed project introduces an expansion to the existing St. Jude Medical facility to <br />accommodate amultiple-phase project consisting of 475,000 square feet of new office, <br />lab and manufacturing space and a 10 acre expansion site. The City previously <br />approved a Comprehensive Plan Amendment to accommodate the rezoning from P, <br />Public to PUD, Planned Unit Development. <br />The proposed project provides a high standard of site and building design to justify the <br />use of PUD, and is generally consistent with the performance standards required by the <br />Zoning Ordinance. In that regard, staff recommends approval of the project, including <br />the following specific actions: <br />1. Rezoning from P, Public to PUD, Planned Unit Development <br />2. Development Stage Planned Unit Development Permit <br />3. Preliminary Plat <br />4. Architectural Review <br />This recommendation is with the conditions that the applicants enter into a development <br />agreement with the City regulating the process of both public and private improvements, <br />and a requirement to submit a revised landscape plan showing additional evergreen <br />landscape plantings fully screening the boundary with the townhome development. <br />Approval should be based on a finding that the proposal is consistent with the City's <br />Comprehensive Plan goals and policies, and meets the zoning ordinance requirements. <br />
