Planning Commission
September 5, 2007
Page Two
Storm Water Pollution Prevention Plan
1. Silt fence should be installed in all areas of open excavation, including the
storm sewer outlets for the ponds and roof drains.
2. Please add a Wimco inlet protection devise to the four existing catchbasins
directly downgrade of the each new entrance to County Road B2 to ensure
tracked sediment does not enter the storm sewer system. Wimco devices
should also be used inside the site once castings have been installed.
3. Erosion control blanket should be placed on all slopes 3:1 or greater.
4. Please specify a Mn/DOT class of riprap that will be used on this project.
Utilities
1. The outside sanitary manhole drop of 18.83' should be changed to an inside
drop per the City standard.
2. All pipe runs should be noted with lengths and percents of grade. It appears
at least one section of sanitary sewer is at a 19% grade. The maximum
allowed for an 8" sanitary line is 8%.
3. Cover depths should be provided along the proposed directionally drilled
section of the sanitary sewer. If cover allows, the percent of grade should be
increased to help ensure proper installation. Notes should also be added
indicating testing procedures to verify proper installation of the directionally
drilled sanitary line.
4. It is assumed that the watermain along the section of sanitary sewer that is
directionally drilled will also be directionally drilled. The type and size of
watermain to be used in this section should be specified.
5. It was our understanding based on joint discussions between the City and
representatives of St. Jude that all watermain would be public. As currently
shown, only the watermain east of the new building is within a public
easement. Clarification on what part of the system will be public verses
private is needed. It is our recommendation that any City owned and
maintained watermain not be constructed underneath buildings. The
watermain should be rerouted around all proposed building pads.
6. Please add a note requiring that all valves have a valve box extension stem
installed.
7. Some of the storm sewer design is incomplete, such as mislabeled pipe sizes
and elevations or missing information. Please review and correct as
necessary for a complete review.
8. A full Stormtech system design will be required for review and approval. The
design should be submitted with details that include the inlet and outlet
structure and piping for the system. A detailed maintenance and inspection
plan should also be included with the Stormtech design submittal.
9. Complete drainage calculations and pipe design need to be submitted for
review.
Ltr-090507-PC
10062 Flanders Cour[ NE, Blaine, MN 55449 -Phone: (763) 780-0450 -Fax: (763) 780-0452
