St. Jude Medical Project <br />Environmental Assessment Worksheet <br />Synopsis <br />1. Project Title: St. Jude Medical <br />2. Proposer: St. Jude Medical <br />3. Responsible Governmental Unit: City of Little Canada <br />4. Reason for EAW Preparation: mandatory <br />5. Project Location: northwest quadrant of Highway 36 and 35E in Little Canada <br />6. Description: The three-phased project consists of adding 475,000 square feet of office, <br />laboratory, manufacturing and employee amenity space and 2,460 associated parking <br />spaces in parking decks on a 47-acre site currently occupied by 112,500 square feet in <br />two office buildings that will remain and 438 surface parking spaces that will be <br />eliminated. <br />7. Project Magnitude: 375,833 square feet office; 32,500 square feet manufacturing; 54,167 <br />square feet laboratory; and 12,500 square feet employee amenity space on 47.22 acres; <br />Top of 2nd phase building will be 28 to 29 feet above townhouses to south which are <br />closest adjacent use. <br />8. Permits and Approvals Required: Watermain, sanitary sewer, NPDES, and plat <br />approvals required from state; Comp plan, zoning map, planned unit development, plat <br />wetland permit, grading, drainage, right-of-way and building permits required from <br />City; Plat and entrance/ driveway permit required from County; and watershed permit <br />required from watershed. <br />9. Land Use: Existing land use of site consists of 112,500 square foot office building on <br />47.22 acres. Land use surrounding the project site includes a school for specialized <br />learning west of the site, the middle school north across County Road B2, high density <br />residential northeast and east-southeast, single family residential east-northeast, <br />townhouse residential southwest and mixture of single family and office to the south. <br />10. Cover Types: 11.27 acres of site is being converted from forest cover to development <br />use including lawn/landscaping, impervious surface, building and stormwater <br />ponding. <br />11. Fish, Wildlife and Ecologically Sensitive Resources: No wildlife preserves refuges or <br />parks are located on or in close proximity to the site. Forested area will be reduced by <br />about 11 acres (50%) from 22 to 11 but project will not isolate remaining forest from <br />other forest. <br />12. Physical Impacts on Water Resources: Three wetlands are located on the site, none of <br />which will be impacted by the project. <br />13. Water Use: Build out will require as much as 20,000 gallons per day. Looping of water <br />mains will assure adequate capacity and pressure. <br />14. Water-Related Land Use Management District: Wetlands are also Zone A-100-year <br />flood. <br />15. Water Surface Use: None at present or proposed. <br />16. Erosion and Sedimentation: 11.27 acres of land is being graded. 125,000 cubic yards of <br />fill is being moved. <br />
