17. Water Quality: Surface Water Runoff: Additional runoff from site will be detained <br />and controlled. The rate of runoff in the 2, 10 and 100-year rainfall events after- <br />developmentwill not exceed before-development rates. Runoff will also meet National <br />Urban Runoff Program (NURP) quality standards. <br />18. Water Quality: Wastewaters: Generated wastewater will be collected by City of Littie <br />Canada sanitary sewer system and piped to Metropolitan Council Environmental <br />Services interceptor in West River Road for eventual piping to the metro treatment <br />facility in St. Paul. <br />19. Geologic Hazards and Soil Conditions: Water table is 41 to 102 feet from surface. <br />Depth to bedrock ranges from 51 to 149 feet from surface and likely averages about 100 <br />feet. Depth to water table and soils type present make for low potential for surface or <br />near surface contamination. <br />20. Solid Wastes, Hazardous Wastes, Storage Tanks: No or very little toxic or hazardous <br />materials will be generated from the project. Wastes will be typical of office, laboratory, <br />light manufacturing and employee amenity space. <br />21. Traffic: Traffic on Rice Street is already congested and congestion levels on Rice will <br />not increase noticeably from the project. Traffic study prepared for project recommends <br />a second left turn lane for westbound B-2 to southbound Rice Street turning movement <br />which will be considered with Rice Street upgrade. <br />22. Vehicle-Related Air Emissions: Congestion levels at intersections are not expected to <br />increase noticeably and therefore air quality is not expected to degrade as a result of the <br />project. <br />23. Stationary Source Air Emissions: The natural gas burning furnaces used to heat the <br />buildings, the only stationary source of air emissions proposed, will not affect the <br />ambient air quality. <br />24. Odors, Noise and Dust: Noise and dust typical of construction of this sort of project <br />will be generated during construction phase. <br />25. Nearby Resources: No known archaeologically or architecturally significant properties <br />are located on the proposed development site nor will any be impacted from the <br />development. <br />26. Visual Impacts: Security lighting will be installed for parking deck but will be screened <br />in accordance with Statutes and City Code. <br />27. Compatibility with Plans and Land Use Regulations: Comp plan designation and <br />zoning of westerly ten acres being purchased for project from school district need to be <br />changed to Regional Commercial and Planned Unit Development, respectively. Zoning <br />of southerly seven acres needs to be changed from R-1 Single Family to Planned Unit <br />Development to make zoning consistent with Regional Commercial comp plan <br />designation. <br />28. Impact on Infrastructure and Public Services: Sanitary sewer line from Viking Drive <br />will be directionally bored. Water looping is required for adequate capacity and <br />pressure. Additional left turn lane on B-2 for westbound B-2 to southbound Rice Street <br />turning movement is recommended to maintain or reduce congestion at that <br />intersection. This turn lane and light modifications will be considered as part of Rice <br />Street upgrades. <br />29. Cumulative Impacts: The proposer's office campus across State Highway 36 from this <br />site along with an approved 100,000 square foot addition to that campus and the impact <br />of those buildings on traffic congestion at the intersecrion of Highway 36 with Rice <br />
