~~-~ Metropolita;<a Corzncal J~ August 27, 2007 Joel Hanson, City Administrator City of Little Canada 515 Little Canada Road East Little Canada, MN 55117 RE: City of Little Canada Environmental Assessment Worksheet St. Jude Medical Technology Center Metropolitan Council District 11 Metropolitan Council Review No. 20059-1 Dear Mr. Hanson: The Metropolitan Council received the St. Jude Medical Technology Center Environmental Assessment Worksheet (EAW) for review on July 31, 2007. This 47 acre project involves construction of 475,000 square feet ofoffice/laboratory/manufacturing space and 2,460 parking spaces in parking decks. Two existing buildings on site will remain, but 438 existing surface parking spaces will be eliminated. Beginning in 2007, the project will proceed iri three phases. Metropolitan Council staff review of the EAW finds that it is complete and accurate with respect to regional concerns. An Environmental Impact Statement is not necessary for regional purposes. Staff offers the following comments for consideration as.the project is implemented: Item 8 -Permits and Approvals Required (Jim Larsen, 651-602-1159) In accordance with Minnesota Statute Section 473.513, at the time the City makes application to the Minnesota Pollution Control Agency (MPCA) for a permit to construct the proposed sanitary sewer project component, a copy of the plans, design data, and a location map of the project will also need to be submitted to the Metropolitan Council. The Council's Environmental Service Municipal Services staff will need to review, comment, and reconunend issuance of the construction permit by the MPCA before connection can be made to the City's wastewater disposal system. Item 8-Permits and Approvals Required (Bob Mazanec, 651-602-1330) The EAW indicates that the City has approved a comprehensive plan amendment for this development. The Metropolitan Council, however, has not yet received the plan amendment. The EAW needs to note that the comprehensive plan amendment will be sent to the Metropolitan Council for its statutorily required review.
