Ramsey County Public Works has the following <br />comments regarding this EAW and Traffic Study. <br />1. The roadways impacted by this proposed campus expansion are County Road B2 and Viking <br />Drive (Little Canada City Streets), Rice Street (County State Aid Highway) and TH 36 <br />(Minnesota Trunk Highway). The intersection of Rice Street and County Road B2 is under <br />the jurisdiction of Ramsey County Public Worlcs. <br />2. The County concurs that the intersections along Rice Street between County Road B and <br />County Road B2 operate at an acceptable level of service for most hours of the day except <br />for the pm peals hour. In the pm peak traffic backs up through the intersections at County <br />Road B and the TH 36 ramps causing congestion. <br />3. The County concurs with the methodology used for trip generation and trip distribution in the <br />traffic study. The "2013 pm peak hour build" volumes show 610 left turns from westbound <br />County Road B2 to southbound Rice Street and 330 left turns from westbound Minnesota <br />Street to southbound Rice Street. Because Viking Drive will now align into Minnesota Street <br />this may become a more viable option for drivers leaving the easternmost parking deck in <br />order to avoid the congestion on County Road B2. <br />4. The County concurs that congestion will worsen along Rice Street between County Road B <br />and County Road B2 under both the "No-Build" and "Build" conditions. The County, in <br />cooperation with the adjacent cities and Mn/DOT, is exploring options for roadway <br />Minnesota's First Home Rule County <br />printed on recycled DaDer with a minimmn of 10%pos4consomer contont <br />r.~n <br />
