improvements along Rice Street including reconstruction of the Rice StreebTH 36
interchange. Timing of these improvements is based primarily on availability of funding to
complete Che projects.
5. The traffic study summary and conclusions recommend the installation of a double left turn
lane with signal modifications on westbound County Road B2 at Rice Street. The County
concurs with this recommendation with the following additions:
a. The study recommends that this improvement be done in conjunction with the general
upgrade of Rice Street that is in the planning stages at this time. While this may be a
logical scenario the City should encumber funding from the developer to pay for this
portion of the future Rice Street work since the need for the double left is generated by
traffic from the expansion.
b. The County also recommends that the EAW look at other interim measures that do not
include widening to the County Road B2 at Rice Street intersection such as split phasing.
The trip generation from the expansion will likely happen prior to the reconstruction of
Rice Street and interim measures may be necessary at County Road B2.
Thanks for the opportunity to make comments regarding this issue. Tf you have any questions or
need any additional information please give me a call.
Cc: Duane Schwartz -City of Roseville
Jim Tolaas -Ramsey County
