Minnesota Department of Natural Resources
1200 Warner Road
St. Paul, Minnesota 55106
651.772.7900
August 27, 2007
Mr. Joel Hanson, City Administrator
City of Little Canada
515 Little Canada Road East
Little Canada, Minnesota 55117-1633
RE: St. Jude Medical Technology Center Environmental Assessment Worksheet (EAW)
Dear Mr. Hanson:
The Minnesota Department of Natural Resources (DNR) has reviewed the EAW prepared for the St. Jude
Medical Technology Center in the City of Little Canada. We offer the following comments for your
consideration.
Description (Item No 6)• Permits and apnrovals required (Item No 8)
The document indicates that sanitary sewer and water will be directionally bored under a portion of a large
wetland located on the south end of the parcel. This wetland complex, identified as 62-157W in Figure 6,
is subject to DNR jurisdiction. The installation of a utility line across public waters requires a license.
This can be obtained from the DNR. An application for licenses to cross public waters is available on the
DNR website at www.dnr.state.mn.us/permits/utilit~crossing/index html.
Permits and approvals required (Item No. 8)
The grading and drainage plan (Figure l Ob) shows a stormwater outfall structure placed at or near the
edge of Wetland 62-157W. Item No. 17 also refers to this structure. Placement of a stromwater outfall
structure at or below the Ordinary High Water Level of this wetland will require a Public Waters Work
Permit. For more information, please contact area hydrologist Travis Germundson at 651-772-7914.
Additionally, the invert elevation of 948.80 shown on the grading and drainage plan appeazs to be an
error.
Cover types (Item No. 10)
The table shows the conversion of 11.3 acres of wooded/forest cover. This may result in the removal of a
significant amount of wood from the site. Depending on the condition of this wood, the project proposer
may elect to market it as sawlog, landscaping material, firewood, or bio-fuel for the production of energy.
We strongly recommend that the City contact Lance Sorenson, Division of Forestry Forest Utilization and
Marketing Specialist (507 285-5580), for advice on this subject.
An Equal Opportunity Employer Who Values Diversity
DNR Information: 651-296-6157 1-888-646-6367 "I"CY: 651-296-5484 1-800-657-3929
