MINUTES <br />PLANNING COMMISSION <br />OCTOBER 11, ?007 <br />PRELIMINARY Steve Benning, Rim Lake Construction, appeared before the Commission <br />PLAT & requesting Preliminary Plat approval for Whispering Pines consisting of <br />VARIANCE eight (8) single-family lots and a Variance from the Subdivision Code <br />FOR requirement limiting permanent cul-de-sac length to a maximum of 500 <br />CUL-DE-SAC feet for 685 and 693 LaBore Road owned by Kevin Steinert. Benning <br />LENGTH - reported that when the Preliminary Plat was drawn, they misinterpreted <br />WHISPERING the Code and incorrectly calculated cul-de-sac length. While they <br />PINES thought their cul-de-sac submittal measured 500 feet; the City Planner <br /> calculated the length at 575 feet. Benning reported that the Preliminary Plat <br /> can be redrawn to achieve the 500 foot limitation and still achieve the same <br /> number of lots, but noted that there are negative implications of doing so to <br /> Lots 1 and 2. <br />Knudsen noted that there are some items missing from the submittal and felt <br />that action on the Preliminary Plat should be tabled pending receipt of this <br />information. The primary missing information includes a tree preservation <br />plan as well as relate to storm water ponding issues. <br />The City Planner recommended that the Planning Commission take the <br />testimony of those present this evening. He also noted that the developer <br />has submitted additional drainage calculation information to the City <br />Engineer today. However, the City Engineer has not yet had an opportunity <br />to review this information. <br />Benning reported that the majority of drainage issues have been addressed <br />with the new submittal. He noted that Whispering Pine is proposing the <br />platting of Outlot A in order to provide development access to the Hanson <br />property to the east. Benning further pointed out that the Hanson's also <br />have the option of selling their back property to the adjacent property <br />owners on Ontario Road. Benning also noted that the additional cul-de-sac <br />length would allow development access to the street for the Hanson <br />property without disturbing the existing tree line. <br />In further explaining the need for a cul-de-sac Variance, Benning noted that <br />if the cul-de-sac is shortened, more pressure is put on Lots 1 and 2 of the <br />plat. With regard to Lot 1, it would be necessary to move any house <br />constructed on that lot forward of the existing houses on LaBore Road. The <br />house would still meet the City's 30 foot front yard setback requirements, <br />but would be out-of--line with the other homes on LaBore Road. The house <br />on Lot 2 would have to be constructed further to the back of the lot, bring it <br />closer to the shared rear lot line. Bemung noted that at either cul-de-sac <br />length, the same number of lots could be developed. <br />-13- <br />
