MINUTES <br />CITY COUNCIL <br />APRIL 23, 2008 <br />summary of the procedures related to the bonding for and collection of <br />these costs as outlined in his report dated April 18, 2008. <br />The City Attorney reported that this statutory authority is set to sunset in <br />the summer of 2009 without legislative extension. He felt it was a great <br />tool for the City to provide assistance as has been requested by the <br />townhome associations. The Attorney felt this was a hybrid of the special <br />assessment process, and noted that the City would have the ability to set <br />the terms and conditions of the bond repayment process. <br />McGraw asked what types of projects this would be used for, i.e. a new <br />roof. The Administrator replied that it could be used for roof or window <br />replacement. Improvements would have to be to the common areas of a <br />townhome property and could not be for improvements to individual units. <br />Blesener pointed out that there would be no cost to the residents of the <br />City. The Administrator replied that that is correct. The City would have <br />to ability to bond for townhome improvements without that debt counting <br />against the City's net debt. The Administrator reviewed the process, <br />noting that the first step would be that townhome property owners <br />(minimum of 25%) petition the City to impose a fee on the property <br />owners that would be used to recover the cost of an improvement. Once <br />that petition is received, the City would hold a public hearing to establish a <br />housing improvement area as well as another hearing on the fee and the <br />improvements. Townhome owners would have the right to object and <br />appeal to the district court similar to the special assessment process. <br />The consensus of the Council was that this would be a good means for the <br />City to assist townhome associations to finance costs of improvements. <br />Improvements to these properties will help to sustain the tax base in Little <br />Canada. The Administrator again noted that the debt would be outside the <br />City's debt limits. He suggested that he put together a summary sheet for <br />this program, and submit to the townhome associations in the City to <br />determine the level of interest. Blesener suggested that the City Attorney <br />put together a draft ordinance for Council consideration in implementing <br />this program. <br />MAPLEWOOD The City Administrator reviewed his report dated April 18, 2008 relative <br />SEWER/ to bid results for the Maplewood Sewer/Water Project and the City <br />WATER Engineer's report dated Apri123, 2008. The Administrator reported that <br />PROJECT the City of Maplewood will be awarding the bid to C. W. Houle in the <br />UPDATE amount of $1,875,809.00, with Little Canada being responsible for <br />$95,785.90. The Little Canada portion of the bid covers the installation of <br />a sewer extension to allow for gravity sanitary service to properties south <br />of LaBore Road. This will eliminate the need for three lift stations to <br />20 <br />
