MINUTES <br />CITY COUNCIL <br />APRIL 23, 2008 <br />City has limited outdoor storage as an accessory use to a <br />principle use on a property. At the April Planning <br />Commission meeting a number of property owners <br />requested the ability to rent outdoor storage space to other <br />business owners in the I-1 District. Such off-site outdoor <br />storage would still have to meet limitation that a maximum <br />of 60% of the site could be utilized for outdoor storage, <br />after all setback, parking, landscaping requirements, etc. <br />are met. The Planner noted that the proposed ordinance <br />sets up a series of conditions that must be met to qualify for <br />the off-site outdoor storage. These include interim use <br />permit, development agreement, and termination date for <br />the interim use permit. <br />o The third new issue related to weatherproof container <br />storage as a means of enclosing smaller parts and materials <br />rather than having them lying on the ground. The proposed <br />ordinance allows for container storage. The ordinance also <br />allows the use of trailers, including semi-trailers, for <br />storage provided that these semi-trailers are moved off-site <br />no less than 25% of the year. <br />Blesener indicated that he was in support of the creation of the Salvage <br />Vehicle Repair License. He also supported the off-site outdoor storage <br />with some minor changes in the ordinance language. With regard to <br />container storage, Blesener felt this was preferable to having piles of <br />materials on the ground. He noted that the containers would be within the <br />designated outdoor storage area and would be screened. Blesener felt the <br />container storage was preferable to the trailer storage as semi-trailers <br />would be higher than the screening and are much larger in size. <br />Keis noted the number of workshops that have been held on the revised <br />I-1 standards, and indicated that he was taken by surprise by the <br />recommendation for off-site outdoor storage. Keis suggested that if <br />property owners are outgrowing their sites, they may be in need of larger <br />sites. Keis was concerned that Ryan Industrial Park will be packed with <br />outdoor storage. <br />Allan noted that when the discussions on revising the I-1 outdoor storage <br />standards began, there was good development occurring near Ryan <br />Industrial Park, and the City was hoping that this redevelopment would <br />extend into the park. However, given the poor soils in the park, the <br />Council realized that redevelopment within Ryan would be limited to <br />metal buildings with possible EIFS used on the exterior. Allan indicated <br />that it was also the hope of the Council to upgrade the I-1 standards to <br />reflect what surrounding communities are doing to improve their industrial <br />3 <br />
