MINUTIJS <br />CITY COUNCIL <br />APRIL 23, 2008 <br />Blesener pointed out that the City wants an ordinance with specific <br />standards, so that new I-1 CUP's are more standardized. Blesener <br />indicated that it is not the intent to run anyone out of business, but the City <br />does not want to end up being an outdoor storage dumping ground. <br />Blesener noted that when discussions first started on outdoor storage, the <br />Council stai•Ced at the position of eliminating all outdoor storage. As the <br />process continued, it was felt that position was unrealistic. Blesener noted <br />that the draft ordinance being considered this evening is the result of many <br />workshops and input from the I-1 property owners. <br />Montour indicated that he has received comments from Ryan Industrial <br />Park property owners about the City proposing the Code changes and <br />about the City's desire to have the Park look like industrial parks in other <br />cities. Montour noted that he has also received calls from other taxpayers <br />in the City who watch the Council meetings on cable asking why the City <br />is spending tax dollars on code enforcement problems in Ryan Industrial <br />Park. Montour felt that the proposed Code amendments are an attempt to <br />standardize requirements and eliminate code violations. <br />Roger Stanke indicated that 60% limitation on outdoor storage was <br />acceptable to most of the property owners in Ryan Industrial Park. He <br />indicated, however, that there are some properties that must be dealt with <br />on a case-by-case basis relative to the various outdoor storage standards. <br />Stanke also stated that there is no concern with the Salvage Repair <br />License. He did want to address the storage container issue later in the <br />meeting when the discussion reached that point. <br />Lewie Rustad and Dave Sandberg, R & S Auto, submitted a letter <br />outlining the current use of their property and their concerns with some of <br />the outdoor storage limitations. Rustad indicated that they wished to <br />continue to rent off-site outdoor storage space under the scenario outlined <br />in their letter. He noted that there business is down and the rental of <br />outdoor storage space generates revenue for them. Keis indicated that he <br />does not remember the fact that R & S has rented outdoor storage space to <br />Figg Masonry for the past 36 years ever coming up in the workshop <br />discussions. Allan agreed that R & S has not provided this information on <br />their rental of outdoor storage until this evening. Allan asked if the renal <br />to Figg Masonry would be grandfathered in. The City Administrator <br />indicated that any uses that predate the 1980 ordinance could be <br />grandfathered in. Uses established since 1980 would require a <br />Conditional Use Permit. <br />Blesener noted that the City cannot adopt an ordinance that will fit <br />everyone's present situation. Blesener indicated that it may be necessary <br />to try to work with some existing conditions. Blesener stated that he was <br />not agreeable with opening off-site storage to any business. <br />
