MINUTES <br />CITY COUNCIL <br />APRIL 23, 2008 <br />Frank Frattalone, Frattalone Paving, felt the maximum of 60% would be <br />workable. Blesener explained that the City looked at the Ryan Industrial <br />Park properties and noted that the majority of those properties had outdoor <br />storage areas at 60% or less. <br />Keis noted that he drove by Frattalone Paving and noted that there are <br />commercial trucks parked in the front. The Planner noted that trucks are <br />considered parking. (Note to Readers: The parking of vehicles larger than <br />standard passenger size is not permitted parking. These larger vehicles are <br />considered outdoor storage. In this case, the trucks could not be parked in <br />designated parking areas.) The City Planner stated that the CUP for this <br />property would have to be reviewed to see if commercial trucks were <br />allowed to be parked in this location as part of the CUP. If not or if a new <br />CUP is applied for, the commercial trucks would have to be moved behind <br />the front building line. <br />Frattalone indicated that there was a vast improvement in Ryan Industrial <br />Park when the City redid the streets and drainage in the park. Frattalone <br />felt that there have been only a few business owners in the park who have <br />not done their part. He also noted that the Quality Contracting building is <br />constructed of concrete, and indicated that he constructed the street in <br />front of Quality to meet 9-ton standards. <br />Allan felt that Frattalone Companies has set the standard in the area. She <br />pointed out, however, that most of the properties have poor soils; <br />therefore, the City has tried to work with the property owners on building <br />material options as well as continuing to allow outdoor storage rather than <br />going to indoor storage only. <br />Frattalone pointed out that the economics to do justify storing some types <br />of materials inside. Frattalone stated that the City has to look at what it <br />can do to help businesses. <br />Greg Deeb, Roseville Plumbing, asked about his existing trailers. The <br />City Adminish•ator reported that staff has done some research and it <br />appears that some of the trailers were not on the site prior to 1980. <br />Therefore, these trailers would not be grandfathered in. The Administrator <br />pointed out that the Roseville Plumbing property has some additional <br />challenges, however, in that the site does not have road access or utilities. <br />Blesener indicated that the Roseville Plumbing property is one that the <br />City will have to deal with individually. <br />Steve Carlson, Benchmark Auto, questioned the need for the Salvage <br />Repair License. Carlson pointed out that his business is one the City <br />considers in this classification. CvIson also noted that in addition to the <br />9 <br />
