MINUTES
CITY COUNCIL
JUNE 22, 2015
SENIOR
HOUSING -
HEARTH
DEVELOPMENT
memory care on the property generally southeast of the intersection of
Rice Street and Country Drive requested by Hearth Development. It was
noted that the Planning Commission recommended approval of this
project subject to compliance with the recommendations of the City
Planner and the City Engineer.
The City Planner reported that Hearth Development has submitted
additional materials since the Planning Commission meeting, and these
submittals appear to be consistent with Code requirements. The Planner
indicated that the submittals that are still missing include a signage plan
and an internal floor plan showing the underground parking. The Planner
also noted that the City Engineer will review the Final Plat to ensure that
the appropriate easements are being dedicated.
Greg Johnson, Hearth Development, reviewed the new building elevations
that were submitted based on the comments by the Planning Commission
asking for more variation in the building facade. Johnson asked the
Council for approval and indicated that the hope is that construction will
start in July or the first part of August.
The Planner again noted the need for a signage plan and underground
parking floor plan to complete the submittal package. Keis reported that
the City Engineer has indicated that most of his recommendations have
been met. Keis indicated that staff should ensure that all requirements are
met for this project.
Montour asked about the new elevations submitted. Johnson stated that a
turret and some additional bump -outs were added based on the Planning
Commission comment that they would like to see some additional
architectural detail in the project.
There was no one present from the general public wishing to comment on
this matter.
Upon motion by Fischer, seconded by Montour, the public hearing was
closed.
Montour introduced the following resolution and moved its adoption:
RESOLUTION NO. 2015-6-124 —APPROVING THE FINAL PLAT
FOR THE BLACK TERN ADDITION AND THE FINAL PLANNED
UNIT DEVELOPMENT (PUD) PERMIT TO ALLOW THE
CONSTRUCTION OFA 120 -UNIT SENIOR HOUSING FACILITY
CONSISTING OF INDEPENDENT LIVING, ASSISTED LIVING,
AND MEMORY CARE SUBJECT TO COMPLIANCE WITH THE
2
