SURVEY OF SWIMMING POOL ORDINANCES <br />• Maintenance Standards for Pools <br />• Abandoned Pools <br />Little Canada's Pool Ordinance should be updated to require a higher maintenance standard for <br />pools, including further safety additions. This ordinance should also apply to all pools <br />throughout the city whether public, private, single or multi -family use. <br />To address this concern a number of surrounding cities pool ordinances were used including <br />Bloomington, Maplewood, Minnetonka, Roseville, Vadnais Heights, and White Bear Township. <br />To look further into abandoned pools an ordinance was pulled from Riverside, California and an <br />article was found from North Carolina. There was no information on abandoned pools in <br />surrounding cities ordinances. <br />Surrounding Cities Ordinances on Maintenance Standards for Swimming Pools: <br />• Focus on fencing, covering, and water standards. <br />1. Bloomington <br />a, Pools must be fenced with a 4ft gate, using a minimum of gauge 11 woven wire <br />mesh corrosion resistant material. Gates must be self-closing and self -latching. <br />Fence posts must be in concrete bases. The opening between the ground and <br />bottom of the fence may be no more than 4 inches, <br />2. Maplewood <br />a. Pools must be fenced with a non -climbable or chain link fence at least 4ft in <br />height. The walls of an above ground pool substitute a fence if there is a <br />removable ladder (or a way to prevent access) and the pool walls are at least 4ft in <br />height. A cover can replace a fence, but is considered an exception which must be <br />approved by the council. <br />b. Water must be maintained to avoid health hazards. Water is subject to a periodic <br />inspection by the community health officer, <br />c. Fencing must be completely installed within 3 weeks of installation of the pool, <br />before the pool is filled, and prior to final occupancy inspection. <br />3. Minnetonka <br />a. Wall, or fence, and gate must be at least 5ft in height using at least number 11 <br />gauge woven wire mesh corrosion resistant material. Fence posts must be set in <br />concrete. <br />4. Roseville <br />a. Safety fence, non -climbable at least 5ft in height gates must be self-closing self - <br />latching and lockable. Must be completely installed prior to filling. Adequate <br />screening including but not limited to landscaping shall be placed between the <br />pool area and adjacent single-family district lot lines. <br />
