MINUTES <br />Parks & Recreation Commission <br />Tebruary 3, 2005 <br />Broten commented that paving the rink is expensive. Sanders stated that concrete is <br />recommended. The Director stated that if the base is asphalt, it will have a negative effect on <br />the quality of ice at the rink, unless the color is changed. Broten asked if St. Paul Water Works <br />would have a problem with the City pouring concrete on their right-of-way. The Director stated <br />that we would have to get permission from St. Paul and they always reserve the right to remove <br />anything that is on theirright-of-way. The City would be absorbing that risk, which, in the past, <br />has not been very high. Sanders commented that a better rink may be the one next to Roseville <br />Area Middle School. The Director agreed, however, he felC that more kids gravitate towards the <br />rink on Little Canada Road. Sanders stated that all of the equipment proposed is lower tier so <br />extra insurance is not required. <br />Sanders suggested using an existing parking lot for the skateboard park in order to save money. <br />The Director said that mosC parking lots that he's aware of get used. He felt that they may be <br />able to save money by not paving the entire rink area. Gray asked where the equipment would <br />get stored during the winter months. The Director stated that once the new Public Works garage <br />facility is built, the equipment may be able to be stored within the gated area if it wasn'C <br />practical to leave it on-site. <br />The Director stated that they should keep this project in mind when budget talks begin later this <br />year. <br />r'' 1GLE The Director stated that Bevan Phillips, the Scout that appeared before the Commission at their <br />,OUT last meeting, was able to meet the deadline for his project. He brought the Director a proposal <br />PROJECT to consri•uct 35 bluebird houses and 5 wood duck houses. He was able to secure a commitment <br />from the Scout group based out of the Church of the Latter Day Saints in Little Canada to <br />maintain the houses in the future, which the Director verified with the Scout Master. <br />Construction has already commenced on the houses and should be completed soon. The <br />Director will be deciding where the houses should be placed within the next month or two. <br />CANADIAN The Director stated that at the last Canadian Days Committee meeting, this year's celebration <br />DAYS theme was chosen..."Blazing New Trails." They wanted to key on the newly constructed <br />THEME trails that are complete or are due to be completed this year. Sanders and the Director met with <br />Sue Nelson from Canadian Days a week ago to present them with a map of the new trails that <br />could be used during their celebration to help publicize their event. The Committee wanted the <br />approval of the Park Department before proceeding. The Director indicated that he was in favor <br />of the attention this would being to our new trails. <br />Mans asked if there would be a ribbon cutting ceremony for the new trails. The Director stated <br />that they talked about having one in conjunction with the Canadian Days celebration. <br />SIGNAGE Sanders presented three sign drawings, one of the proposed sign for Spooner Park and two <br />alternatives for signage for the Firefighters Memorial Trail. The Commission prefen~ed the <br />historical wording for the memorial trail. <br />iAL- Commissioners were given a copy of a draft of the notes from last night's goal setting session. <br />SETTING The Director stated that one of the Council Members was absent so that person will be given an <br />Page 2 of 3 <br />
