MINUTES <br />Parks & Recreation Commission <br />January 6, 2005 <br />will house three of their vehicles and on-site, outdoor parking will include about 25 stalls. The <br />main building will be 6,000 square feet in size. <br />Sarah Nettleton of Sarah Nettleton Architects, the architect hired to design the building, stated <br />that instead of one big building, the structure has been divided into small sections that are <br />connected with an overhang. She commented that the landscaping will include rain gardens and <br />will resemble a prairie garden with mown strips so it will not look wild or unmanaged. A <br />gathering area for outdoor classrooms will appear on the north end of the property overlooking <br />Gervais Mill Park. She commented that trees on the hillside will stay and future oak trees will <br />be planted. Buckthorn will be cleared to provide a view into the park. The parking lot will be <br />screened on the south side. <br />Rob Harris of 2707 Noel Drive asked how many pilings are needed on the site. He felt that <br />other sites must be more cost effective for the Watershed due to the soil corrections needed on <br />the Noel Drive site. Aichinger stated that geopiers will be used instead of pilings and he was <br />unsure of the number. <br />Harris was concerned about future expansion. Aichinger stated that there is very little room left <br />to expand on the site. He anticipated having to add only two staff members in the next five <br />years. <br />Hams asked about the noise from the air conditioning unit proposed. Nettleton stated that the <br />mechanical systems will be stored indoors. The only item stored outside will be the air <br />conditioner compressor that will be at-grade and tucked away from sight. The air conditioning <br />system is a residential unit and will be very quiet. <br />Harris asked about the proposed setback. Aichinger stated that it will be 15 feet along Noel <br />Drive south of the curve, past the curve, it will be 40 feet. Harris was strongly opposed to the <br />15-foot setback since he recently was told by city staff that his home must have a 30-foot <br />setback. Aichinger stated that the property isrn a "Public" zoning district which is different <br />than Harris' residential zoning district. Aichinger stated that their front yard is actually past the <br />curve. The area south of the curve where the 15-foot setback is located is their side-yard. <br />Roger Glanzer of 2805 Noel Drive asked if sod will be placed down to the curb. Aichinger <br />stated that sod will remain for the first 10 feet, then the prairie grass will begin. The prairie <br />grass will be appealing, including pretty flowers. Glanzer stated that he was strongly opposed to <br />any use of prairie grass and would prefer the placement of sod in order to resemble the rest of <br />the neighborhood. <br />Hanis asked if trees will have to be removed for construction of the building. Aichinger stated <br />that some trees will have to come down, but they will be replaced with native plants and oak <br />trees. <br />Han•is asked about security lights. Aichinger stated that they haven't discussed lights yet, but <br />whatever is installed will meet code. Nettleton stated that they do not want a lot of lights, only <br />what is required.
