MINUTES
Parks & Recreation Commission
January 6, 2005
commented that the height of the proposed building is around 18 feet, which is shorter than a
residential home. The building will feature a roof that is slightly pitched.
Kathy Glanzer of 2805 Noel Drive asked where the masonry on the building will be located.
Nettleton outlined where the masonry will appear. Nettleton also commented that there will be
a mowed path from Gervais Mill Park to the outdoor gathering area.
Kathy Glanzer stated that she objects to the 15-foot setback on Noel Drive. Harris agreed. She
said that restrictions can be placed as part of the conditional use permit that is required for the
building.
Harris asked if any vehicles will be stored outside. Aichinger stated that the garage will hold
their boat and two of their vehicles. The other two vehicles that they own will have to be stored
outside. Aichinger commented that they do not have a big demand for vehicles so he doesn't
anticipate needing any more. He assured residents that the vehicles are properly maintained
and would not look unsightly. Also, the building and landscaping would help shelter the
vehicles fiom the public.
The Director asked if the building is as close to the bank as possible. Aichinger said that it
could be moved onto the bank, but their board has told them that they cannot build into the
ravine.
Kathy Glanzer stated that she did not feel the vehicles would be adequately screened and she
objected to storing them outside. Harris felt the vehicles would be vandalized if stored outside.
Aichinger commented that Norm's Tire Sales stores vehicles outside too. The residents present
felt that Norm's has been a good neighbor and has very rarely stored vehicles outside over the
years.
Aichinger stated that permits will be applied for this month, with construction to begin in the
spring. Harris suggested that Aichinger work with the city to coordinate with the street
improvements that are planned. Aichinger said that he is aware of the sheet improvements and
will coordinate their efforts with the city.
Roger Glanzer asked where they plan Co connect to the sewer system since sewer is not located
in front of the building. Aichinger stated he was of the understanding that there was sewer in
front of the building. He noted that he would have to contact city staff about that issue.
The Director felt that the overall project is good, but he was concerned about the setback issue
too. Sackett Glaser felt that significant progress was made from the preliminary plan that was
submitted last fall. She said that the change in location of the parking lot was an improvement.
PIONEER The Director stated that due Co the weather this fall, the contractor was unable to complete
WARNING installation of the two warning tracks for the ball fields at Pioneer Park. Two of the fields
`WRACK should be completed this spring before the leagues begin. However, if the project is not finished
before leagues begin play, snow fencing may be necessary to shorten the fields so the contractor
can complete the project.
