MINUTES <br />Parks & Recreation Commission <br />January 6, 2005 <br />week. The Director stated that supply and demand resulted in the change in fees. The lower <br />shelter does not typically see a lot of use during weekdays. <br />Mans asked if the city has ever considered waiving fees for the children of coaches. The <br />Director stated that they have considered that in the past, but the other children on those teams <br />would have to pick up those costs, and the coaches he talked to were against having that happen. <br />The Director commented that they can usually find volunteer coaches for all the programs. <br />There has only been a few instances where they had trouble finding someone. <br />Broten recommended approving the proposed parks and recreation program fees for 2005 as <br />submitted. <br />Motion seconded by Boss. <br />Motion carried 7 - 0. <br />TOBACCO The Director commented that some of the other communities around Little Canada are banning <br />BAN tobacco use in their parks, even though the ban may be unenforceable. He commented that <br />signage could be added in appropriate areas where smoking usually takes place encouraging <br />people not to smoke. Sackett Glaser felt that the city should pursue voluntary rather than forced <br />compliance. The Director stated that he will do some more research and bring the information <br />back to the Commission. He noted that to-date no complaints on smoking in the parks have <br />been received. <br />SKATEBOARD Gray suggested that the Commission continue to discuss the possibility of adding a skateboard <br />PARK parkin Little Canada. Sanders stated that he has worked up some cost figures that we will bring <br />back to a future meeting. He commented that there is a small grant program that the city could <br />pursue. Gray felt that there is a lot of demand for skateboard parks and the it would be a nice <br />addition to Little Canada's park system. <br />SCOUT Bevan Phillips of Vadnais Heights appeared before the Commission to request approval of the <br />REQUEST installation of 30 bluebird houses and 6-10 wood duck houses in our parks. He commented that <br />he is a Scout who is working on his Eagle Scout Badge and needs to achieve approval by <br />January 16 when he turns 18 years old. <br />Sanders stated that the houses could be installed along the new trail sections. Other Scouts have <br />already installed wood duck houses for the city, but bluebird houses would be nice. Phillips <br />indicated that as part of the project, he needs to put in 100 man-hours. He could also redo the <br />bedding that is in the wood duck houses already present in our parks. <br />The Director commented that he was concerned about the ongoing maintenance the houses <br />would create. Phillips stated that the houses would be made of cedar so no paint is necessary. <br />He presented plans to the Commission and assured them that the houses would be built sturdy. <br />His troop is actually based in New Brighton so they probably would not be willing to provide <br />ongoing maintenance. Sackett Glaser suggested that Phillips contact a local troop to arrange for <br />Page 5 of 6 <br />
