MINUTES <br />Parks & Recreation Commission <br />July 7, 2005 <br />Gray felt that payment of the park charge was not a hardship when you consider the value of the <br />land and the building once constructed. Boss felt that the park charge was probably budgeted <br />for already. She felt it couldn't have been a suzprise to the Watershed. <br />Gray stated that upon reviewing the ordinance regarding the park charge, he couldn't find <br />anything that described the services that the Watershed will be providing with their new <br />building that could serve to offset their fee responsibility. He felt that waiving the fee would set <br />a precedent for future developers to make similar requests. Mans felt that the Watershed project <br />is actually taking away open space that was designated as park land. He did not agree with <br />waiving the park charge either. <br />Larson recommended accepting money in lieu of land for the park charge relative to the <br />Watershed building being constructed on Noel Drive. <br />Motion seconded by Gray. <br />Motiozz carried 6 - 0. <br />BRIDGE The Director stated that a year ago, the Commission had asked the City Engineer to research <br />OVER options to connect the Burke Lane/Hidden Acres neighborhood to our park system. Since Chen, <br />W W the city changed engineering firms. Our current City Engineer prepared a memo outlining <br />i'*~OPERTY three different options as follows: <br />1. Country Drive Trail - $155,245.50 <br />2. Nadeau Pedestrian Bridge - $779,509.00. This option is high due to grades in the area. <br />3. Yorkton Pedestrian Bridge - $235,751.50 <br />Mans commented that some residents of the area do not want bridge access into their <br />neighborhood. Their concern is with added traffic and possible break-ins. Mans felt that Option <br />#1 would be the best solution. However, he recommended taking Condit Street to South <br />Owasso Boulevard to the Waterworks to save money. He felt that the trail on Country Drive <br />could be eliminated since he felt that residents would walk down Condit rather than out to <br />Country Drive and around. The Director felt that some residents would still access the <br />Waterworks trail near the Porterhouse connection instead of taking Condit to South Owasso. <br />Steinert favored Option #1 including the trail on Country Drive since residents could then walk <br />the whole loop and it would all get used. The Director agreed. The Commissioners felt that <br />Options #2 & 3 were too expensive due to the bridge installation and they felt the neighborhood <br />would not be happy with the added traffic. <br />Gray felt that Option #1 should be included in the Park Master Plan for future construction. The <br />Commissioners agreed. A neighborhood meeting on this issue will be held prior to starting <br />construction. <br />Page 2 of 4 <br />
