MINUTES <br />PLANNING COMMISSION <br />MAY 8, 2008 <br />The City Planner indicated that Mr. Rossow has submitted a revised site <br />plan this evening which shows outdoor storage areas for Minnehaha <br />Transportation, Quality Contracting, and Auto Rescue. The Planner pointed <br />out that the 60% outdoor storage maximum would apply to a property no <br />matter who is using the outdoor storage. The Planner pointed out that the <br />original plan did not provide detail relative to the outdoor storage area and it <br />appeared that approximately 90% of the site would be utilized for outdoor <br />storage. The amended site plan appears to meet the 60% maximum given <br />that the occupants of the outdoor storage on the south end of the property <br />have significant circulation needs. The Planner noted that the Code requires <br />10 foot drive aisles and the drives proposed are significantly in excess of 10 <br />feet. The Planner suggested that the Commission could either table action <br />on the CUP and IUP pending his verification of compliance with the 60% <br />outdoor storage maximum, or could make a recommendation to the Council <br />conditioned upon this compliance. <br />Lee Rossow reviewed the unusual shape of the property at 3164 Ryan Lane <br />as well as the adjacent property at 194-196 Ryan Lane. He reviewed a <br />picture of the front of these lots pointing out the fencing that spans across <br />both properties. <br />With regard to outdoor storage areas, Rossow noted that Quality <br />Contracting will utilize one of the storage locations at the back of the <br />property and will access this storage area driving over a culvert area on the <br />back. Rossow reported that Minnehaha Transportation will occupy a <br />portion of the building and have approximately 13 buses that will be stored <br />along the eastern property line. The third user is Auto Rescue which will <br />occupy part of the building as well as utilize the other large outdoor storage <br />area at the back of the property. There will be designated customer parking <br />spaces for Auto Rescue alongside the building. Rossow noted that both <br />Quality Contracting and Auto Rescue need significant access areas within <br />their outdoor storage area. He also reported that the outdoor storage areas <br />will be secured with chain link fencing and slats. With regard to the Auto <br />Rescue business, Rossow noted that the vehicles are towed in and will also <br />leave the site quickly. <br />Rossow pointed out that the Code Enforcement Officer was concerned <br />about the storage of damaged and inoperable vehicles. Rossow indicated <br />their agreement that only operable vehicles will come to the Little Canada <br />site. <br />Duray asked how much of the property Rossow estimated would be used <br />for outdoor storage. Rossow estimated that less than half the property <br />would be storage area. <br />-5- <br />
