MINUTES <br />PLANNING COMMISSION <br />MAY 8, 2008 <br />Duray asked about fence height. The City Planner indicated that there were <br />no concerns with the fence and noted that there will be landscaping along <br />the fence for screening. The fence provides security and the landscaping <br />provides screening. <br />The City Planner also recommended that submission of a final landscape <br />plan be added as a condition of approval. With regard to the need for more <br />detail about the storage, the Planner indicated that the goal is not to restrict <br />the applicant to certain items of storage, but rather to location and size of <br />storage. The Planner recommended that any approvals be subject to <br />submission of a site plan adding details relative to outdoor storage location <br />and size. <br />Barraclough recommended approval of the Amendment to a Conditional <br />Use Permit for outdoor storage providing for amended site plan, product <br />display areas, and site improvements for 3101 Spruce Street as requested by <br />Lee Rossow subject to compliance with the following: <br />• The recommendations of the City Planner as outlined in his <br />report dated May 2, 2008; <br />• Submission of an approved final landscape plan; <br />• Submission of an approved site plan containing specificity <br />relative to outdoor storage locations and sizes. <br />Motion seconded by Pechmann. <br />Motion carried 5 - 0. <br />AMENDMENT The City Planner reported that Lee Rossow is requesting an Amendment <br />TO CUP & IUP- to Conditional Use Permit for outdoor storage providing for amended site <br />3164 RYAN plan, product display areas, and site improvements as well as an Interim <br />LANE - Use Permit for Off-Site Outdoor Storage to allow storage of construction <br />LEE ROSSOW equipment and materials at 3164 Ryan Lane. The Planner noted that in <br />addition to the staff report, the Code Enforcement Officer has submitted a <br />report which includes photos of the site and storage located on the property <br />in advance of the permit. The Code Enforcement Officer is concerned <br />about the storage of damaged, inoperable vehicles on the site. The Planner <br />noted that one of the conditions of the new regulations is that there will be <br />no storage of inoperable vehicles allowed. <br />The Planner indicated that he and the Code Enforcement Officer met with <br />Auto Rescue, one of the tenants of the site, this afternoon to discuss their <br />storage needs. The Planner indicated that Auto Rescue has agreed they will <br />not bring damaged vehicles to the 3164 Ryan Lane site. Mr. Rossow has <br />another property, outside of Little Canada, that Auto Rescue can utilize for <br />the storage of damaged vehicles. <br />-4- <br />
