MINUTES <br />PLANNING COMMISSION <br />MAY 8, 2008 <br />Barraclough indicated that the revised site plan appears to be under the <br />City's 60% outdoor storage maximum. Barraclough suggested that the site <br />plan be reviewed for compliance prior to the Council meeting. <br />Duray asked about the other issues identified in the Planner's report. The <br />Planner indicated that there are details relative to site conditions, etc. that <br />need clarification. The Planner felt those could be resolved prior to the <br />Council meeting. He noted that Mr. Rossow indicated his willingness to <br />comply with all recommendations. <br />Duray stated that he would prefer to pass this CUP and IUP onto the <br />Council subject to compliance rather than table action for a month. Duray <br />pointed out that the property owners in Ryan Industrial Park have been <br />waiting through the moratorium to amend their CUP's. Hall agreed. He <br />felt the plan submitted was a good use of the property. Pechmann also <br />agreed, noting that there are a couple of open issues which can be resolved <br />prior to the Council meeting. <br />The City Planner pointed out that one of the conditions for an Interim Use <br />Permit is that both sites not have any Code violations over the past 12 <br />months. The Planner indicated that City staff wanted it pointed out that <br />Quality Contracting has storage that is taller than 8 feet. Given there is no <br />CUP for this property, staff is asking for voluntary compliance with the <br />current Code on storage height. <br />Pechmann recommended approval of the Amendment to Conditional Use <br />Permit for outdoor storage providing for amended site plan, product display <br />areas, and site improvements for 3164 Ryan Lane as requested by Lee <br />Rossow subject to compliance with the recommendations of the City <br />Planner as outlined in his report dated May 2, 2008, subject to there being <br />no storage of unlicensed or inoperable vehicles on the property, subject to <br />submission of a final site plan prior to the Council meeting addressing the <br />items raised in the City Planner's report ensuring that all Code requirements <br />are met, and subject to the City Planner verifying the percentage of outdoor <br />storage proposed on the property with the outdoor storage to be at or under <br />the 60% maximum allowed by Code. <br />Motion seconded by Helmeke. <br />Motion carried 5 - 0. <br />Mr. Pechmann recommended approval of an Interim Use Permit for off-site <br />outdoor storage to allow storage of construction equipment and materials at <br />3164 Ryan Lane from a business located at 3066 Spruce Street, Quality <br />Contracting, subject to compliance with the recommendations of the City <br />-7- <br />
